Abstract: Résumé Après l’échec de la répression sévère du duc d’Albe, Philippe II d’Espagne mène durant les vingt dernières années de son règne une politique différente de pacification et de réconciliation qui permet de renouer les liens du pacte politique et religieux entre le prince et ses villes des anciens Pays-Bas. “…But in practice, at the beginning of the 1580's, Farnese was authorizing people to stay either in neutral places in France or in the Holy Roman Empire, not far from the border, or in places under the rebels' control in the secessionist provinces of the Low Countries. It was a way of enlisting partisans among the enemy while Farnese organized the re-conquest of the most important cities of Flanders and Brabant in 1584-1585 (Janssen, 2014: 136-138;Junot, 2012b).
