Conceptual approaches to development of the region during the post-Olympic period are presented in the article. Conclusions that after the end of the Olympic Games, the region of their carrying out faces the recessive period are drawn. At the same time, tasks of finding new growth points and development of strategy of further development of the region based on improvement under the new conditions of the General plan come out on top in such conditions. The main directions of further social and economic development of the Sochi resort agglomeration are considered. It is shown that further development of economy and infrastructure of Sochi and creation of conditions for its accelerated development during the post-Olympic period are possible only on the basis of the strategized General plan of the city.
The idea of sustainable development of the territory lies in the rational use of existing resources in the process of creating a platform where one can improve the level and long-term quality of life. Indicator systems are an integral element of the implementation of planned regional development measures, since any program document needs an up-to-date monitoring and evaluation system. The relevance of this research lies in the need to identify the indicators that reflect the priorities and problems of sustainable development of resort areas, and in the need to develop common indicators of sustainability for territories of tourist and recreational purposes. The aim of the study was to analyze existing methods for assessing the sustainability of the development of resort areas, analysis and evaluation of indicators and their impact on sustainable development of the resort area on the example of the Krasnodar region.As a result of the study, we examined custom approaches in assessing sustainable development of resort regions, as well as the methods of the UNWTO and the Government of the Russian Federation (as part of strategic planning). The features of resort areas and the main elements of their development are revealed in the research. It is noted that many indicators are currently being used (most of them of the same type - economic and social) and as a result many aspects of the territorial development remain unexamined. It is proved that in order to ensure the sustainable development of resort areas in the constituent units of the Russian Federation, it is necessary to develop a system of indicators that takes into account existing international experience and the specifics of the economic, social and environmental conditions of the Russian regions.
Sea resort areas are currently one of the most successful developing regions. At the same time, the ecological condition of such regions is important, especially those that specialize in the provision of recreational and tourist services. The quality of coastal water resources played an important role in the sustainable development of those coastal tourist areas. Analysis of physical factors of water exchange was carried out and assessment of water resources quality of the coastal zone of the sea was made, including in closed and semi-enclosed water areas. It has been shown that water exchange is the most important factor in the management of the quality of marine waters of partially enclosed coastal areas. The results of the studies made it possible to assess the circulation of coastal marine waters and the change in certain indicators of water quality, including in the presence of various coastal protection facilities, based on 0-dimensional and system-dynamic models. The results obtained can be used to predict the state of water resources in coastal territories.
Creation of infrastructure for coastal sea passenger transport and yachting along the Black Sea coast of Russia is one of the important direc-tions of development potential of coastal cities. This infrastructure will al-low increasing significantly quality of the recreation, to diversify tourist ac-tivity (tourism, hotel business, etc.). Creation of modern yacht-harbors, re-construction and development of port piers for coastal passenger transport will allow increasing in essence quality of tourism and developing touristic activity in the region. The basic principles are defined for the analysis of re-quirements and existing conditions of the territory and the prospects of de-velopment of the Russian coast. They take into account all aspects of func-tioning of yacht-harbors and port piers as one of the most important ele-ments of development of seaside city.
In article it is shown that management of coastal sea regions has to have, in comparison with traditional management, a number of the specific features connected with broad coverage of the considered problems of natural, anthropogenous, social and economic, cultural and ethical character. In order that coastal management was complex, it has to consider a coastal zone as uniform natural and social and economic system.
