This study aims to determine the factors that influence the level of public political participation in the general election of the Regional Head of Kubu Raya Regency in 2013. The type of research used is descriptive qualitative. The research subjects or informants in this study were essential informants, principal informants, and key informants. Two sources of data were used in this study, namely primary and secondary data. The results of the study indicate that there are five types of factors that influence political participation: 1) a factor that stimulates participation, the emergence of the influence of someone who wants to contribute to political life; 2) the figure popularity factor, indirectly informants automatically choose a partner they already know; 3) factors of personal characteristics of voters, approach forms the personal characteristics of an individual included in the character of the electorate; 4) socio-political factors of social status, including several factors such as economy, group, race, ethnicity, one's beliefs; 5) the role of social institutions, public political participation can be increased through social institutions.
During the crisis in the last two years, the government implemented five policy schemes to protect Micro, Small, and Medium Enterprises (MSMEs). This research aims to seek how the policies scheme recovers MSME activities and provides recommendations to distribute the policies benefits evenly. This qualitative research was conducted through a literature review design. Data were collected from laws and regulations, empirical research results, and credible newspapers. Data were analyzed using the theory of Mazmanian & Sabatier (1983). This research finds that not all MSMEs can recover sales, funding, supply, operations, and diversification. Problem characteristics and policy characteristics have been mapped according to the policy scheme. However, the goals achieved are more influenced by variables outside the law. Not all MSMEs meet bankable criteria and integrate with the digital ecosystem. As a structural problem, these situations can be overcome through a derivative policy with a top-down pattern. As a cultural problem, these situations require an MSMEs mindset change. Therefore, this research recommends MSMEs' digitalization through expanding fund access and protection (insurance). This research concludes that the protection of MSMEs is only effective for the integrated digital ecosystem. Thus, a derivative policy is needed to "force" MSMEs' digitalization ecosystem.
This research aimed to describe and analyze the factors that caused the implementation of public information provision in the Documentation Section at the Bureau of Public Relations and Protocol of Regional Secretariat of West Kalimantan Province. The method used in this research was qualitative with exploratory analysis research design. This research used the theory of George C. Edward III (in Agustino, 2014,149), namely: 1) Communication, it was concluded that the implementation of public information provision to the public had been given or delivered properly 2) Resources, it was concluded that employees in the Bureau of Public Relations and Protocol, especially in the documentation section, were still very lacking and many were retiring. The delivery of public information to employees and the public had gone well, but facilities and infrastructure were still lacking. 3) Disposition, the conclusion was that the implementation of public information provision was decent, there were no incentives in the Bureau of Public Relations and Protocol, indicating the lack of a source of encouragement in carrying out the implementation such as incentives in the form of adequate work fees to employees at the Bureau of Public Relations and Protocol of Regional Secretariat of West Kalimantan Province and 4) Bureaucratic Structure, the conclusion was that the standard operating procedure protocol in public information provision at the Bureau of Public Relations and Protocol of the Regional Secretariat of West Kalimantan Province had been running well. It was suggested by the researcher that the ability in managing regional information should be improved by increasing the capacity of human resources and increasing supporting facilities and infrastructure. In addition, the SOP guidelines should be available and the coordination with PPID Assistant and regency/city should be increased.
