The essence of administrative and territorial reform and decentralization reform in Ukraine is to move away from a centralized model of government in the state, ensure the ability of local self-government and build an effective system of territorial power organization in Ukraine based on the principles of subsidiarity, omnipresence and financial self-sufficiency of local self-government. The purpose of the article is to identify areas for improving the effectiveness of the administrative-territorial reform in Ukraine based on assessing the results of its financial decentralization component. Peculiarities of changing the territorial basis of local self-government in Ukraine investigate the necessity of moving from a voluntary amalgamation of territorial communities to the stage of their formation according to clearly defined criteria and providing opportunities for the development of such communities in the future. It focuses on the need to consolidate areas and change the system of interaction of the subregional level with the amalgamated territorial communities at a basic level.
Decentralization, which has begun and continues in Ukraine, has raised the living standards of local people to a new level by updating tools and methods of managing the sustainable development of such territories, updating a particularly balanced approach to planning and finding reliable sources. In this context, it is advisable to identify qualitatively the local area, which is not only a guarantee of their subjectivity and sustainability, but also the basis for the strategies forming for their socio-economic development, the realism and effectiveness of which is based on sustainable development management as well as administrative and financial capacity of communities. However, as practice has shown, most local areas, although willing to identify their unique features, but do not know how to do it, because the current legal field in Ukraine does not regulate the procedure and criteria for such identification. This article was an attempt to research the managerial possibilities of creating a positive image of the territory through the sustainable development and choice of appropriate assessment parameters – the criteria for identifying the amalgamated territorial communities of Ukraine as local territories. As a result of the research, a model list of such criteria is proposed, which is sufficiently universal to determine the unique and typical characteristics of any territories, and also contains a specific subsystem that allows reflecting the individual features of territories close to the armed conflict zone in the Eastern Ukraine. Using this list will allow communities to form one or more images of the local area: from formal (real) to imaginary and special. It will help improve the results of communities and territories identification, the foundation for the sustainable development with marketing measures to promote communities as well as the formation of management decisions for their strategic and sustainable development, which will be best adapted to the realities of the current armed conflict. The article summarizes and analyses the scientific approaches to the determination and systematization of the positioning parameters of local level territories. The authors determined and systematized the positioning parameters of the amalgamated territorial communities in Ukraine through the prism of sustainable development elements in the conditions of military operations to form the most effective position of a particular community among other administrative-territorial units of the first level. Based on the results of the analysis of the positioning status in Ukraine, the Ukrainian regions were clustered by the number of ATCs that determined the direction of positioning. It is proved that each of the ATC deserves a worthy positioning of its territory in the eyes of the key stakeholders of its development. However, the communities of precisely Donets`k and Luhans`k regions will do just that, since they continue to receive losses from hostilities unfolding nearby.
Interregional cooperation is a complex system of interconnected processes, which has begun to develop for a very long time and in the last five years, and has become relevant. This fact is also confirmed by the fact that the Association Agreement between Ukraine and the European Union includes a norm on the comprehensive development of interregional cooperation in the strategic perspective and, in most economic and legal issues; it relies on the experience of the European countries, such as Germany and Italy. Studying the world experience and identifying common economic and legal trends in the partnership implementation between regions could help Ukraine to introduce this process in practical terms and possibly avoid the most popular problems in this area. The sphere of interregional cooperation is not only economic sphere; it is a consolidation of the social sphere, economic and ecological, which is the embodiment of sustainable development of each region and the country as a whole. Value / originality. The research presents an analysis of interregional partnership in some European countries (Germany and Italy). The work compares the experience of interregional dispute implementation between the countries based on the strategic documents in this area that are related to sustainable development. Specific statistical and methodological examples of socio-economic development of the above-mentioned countries are presented in the process of establishing interregional ties. The comparative analysis of strategic subregion elements of interregional cooperation are presented and the results of the analysis by means of interval estimation are ranked. Recommendations on implementation the European experience in interregional cooperation for sustainable development in Ukraine are given. For the first time in Ukraine, the sphere of interregional partnership is analyzed not only in the light of the economy, but also through a comprehensive consideration of its economic and legal preconditions. It is expedient to use this approach, because it could be used for calculating not only the economic trends of the development of this sphere of cooperation, but also for paying attention to its legal regulation (due to the Association Agreement between Ukraine and the EU, in which interregional cooperation is one of the central places for sustainable development). Subsequently, based on these results, it would be possible to develop practical recommendations for the harmonization of Ukrainian legislation in accordance with EU legislation, which would include the economic mechanisms for the functioning of interregional cooperation and sustainable development in Ukraine.
