Interregional cooperation is a complex system of interconnected processes, which has begun to develop for a very long time and in the last five years, and has become relevant. This fact is also confirmed by the fact that the Association Agreement between Ukraine and the European Union includes a norm on the comprehensive development of interregional cooperation in the strategic perspective and, in most economic and legal issues; it relies on the experience of the European countries, such as Germany and Italy. Studying the world experience and identifying common economic and legal trends in the partnership implementation between regions could help Ukraine to introduce this process in practical terms and possibly avoid the most popular problems in this area. The sphere of interregional cooperation is not only economic sphere; it is a consolidation of the social sphere, economic and ecological, which is the embodiment of sustainable development of each region and the country as a whole. Value / originality. The research presents an analysis of interregional partnership in some European countries (Germany and Italy). The work compares the experience of interregional dispute implementation between the countries based on the strategic documents in this area that are related to sustainable development. Specific statistical and methodological examples of socio-economic development of the above-mentioned countries are presented in the process of establishing interregional ties. The comparative analysis of strategic subregion elements of interregional cooperation are presented and the results of the analysis by means of interval estimation are ranked. Recommendations on implementation the European experience in interregional cooperation for sustainable development in Ukraine are given. For the first time in Ukraine, the sphere of interregional partnership is analyzed not only in the light of the economy, but also through a comprehensive consideration of its economic and legal preconditions. It is expedient to use this approach, because it could be used for calculating not only the economic trends of the development of this sphere of cooperation, but also for paying attention to its legal regulation (due to the Association Agreement between Ukraine and the EU, in which interregional cooperation is one of the central places for sustainable development). Subsequently, based on these results, it would be possible to develop practical recommendations for the harmonization of Ukrainian legislation in accordance with EU legislation, which would include the economic mechanisms for the functioning of interregional cooperation and sustainable development in Ukraine. The presented research identifies scientific schools of cluster development theory. It is substantiated that in the conditions of globalization, the main factor of the structural transformation of the regional economy and further positive structural changes is the innovative susceptibility of the region. This necessitates the rationalization of the regional economy structure based on the active cluster policy and identification of innovation development priorities of the regions, support of the innovative business development as an important component of the structural policy of the region. It is determined that in order to carry out progressive structural changes in the regional economy, it is necessary to conduct an active cluster policy, which increases the investment potential and effectiveness of the interaction of power and business. Based on the potential of the regions of Ukraine regarding their further innovation development, taking into account the cluster approach, which becomes one of the effective instruments for structural transformation of the regional economy, an estimation of the correlation between the volume of the GRP and indicators of innovation development has been conducted. Three groups of regions have been determined for their role in the overall national innovation process. For each of the groups, the respective directions of interregional cluster innovation policy implementation are proposed for achieving the stable development of regional innovation systems.
The article is devoted to the identification of problems of Russia as a WTO member, related to its foreign trade activities, the analysis of the advantages and disadvantages of this membership and their impact on the foreign trade aspects of ensuring economic and economic security of the country and companies. A reflexive feedback mechanism under the influence of the self-reinforcing interaction of biased opinion and a trend created by thinking and reality is considered. The possibility of its action on commodity markets is substantiated. The hierarchical distribution of reflexivity from the level of individual companies to the country level, the level of supranational governments, and the inclusion of political motives in the formation of biased opinions are investigated. This manifests itself in ignoring the commercial interests of individual economic agents, restricting the freedom of foreign trade in contradiction to the main provisions of the WTO and introducing economic sanctions against individual companies, countries and individuals on this basis, the introduction of embargo on exports of certain types of goods and equipment. It is proved on the basis of the institutional analysis of the hydrocarbon market that the WTO system in modern conditions is unable to provide each country with economic security of foreign trade activities, availability of international credits for domestic investments and financing of foreign trade operations. It was shown that the only effective response of Russia is the introduction of counter sanctions, first of all, on perishable products, which allowed developing its own production more intensively, pursuing a policy of import substitution based on the introduction of new technologies and development of domestic innovation.
The article examines the evolution of scientific views on the formation of consumer value of goods, proves that in the new economic paradigm, characterized by the emergence of modern approaches to improving business processes, consumers want to participate directly in creating value, determine its properties and structure. The elements of the marketing complex that influence the formation of consumer value of the product are identified: corporate values, price and price incentives, product and its quality and usefulness, attractiveness of packaging, breadth of range, trust and brand recognition, company location, interior design, perception, positioning, motivation, rules, consistency of interests, quality of service, providing information about the company's product, staff competence, experience of consuming the company's product. Scientific approaches to the study of consumer behavior and their models are systematized: social, synergetic, institutional, economic, motivational. The market trends that shape the type of consumer buying behavior are outlined. They include: personalization of technological behavior, growth of consumer opportunities, "transformation of consciousness", consumer desire to have goods "out of time", "green consumer thinking", desire for self-service. The most important trends of the modern market, which should be taken into account by companies and which radically influence their decisions on ways and tools to interact with their customers, have been identified. The types of consumer behavior that most correspond to modern realities and are the most used by marketers in enterprises in the process of determining the target segments of consumers are identified. The model of consumer decision-making to purchase a product and the possibility and necessity of the company's influence on these decisions through marketing was given, the importance of personalized appeal to the consumer based on information that the company has about him, building his information field by remembering relevant consumer actions and storing this information in one of its subsystems.
The purpose of the article is to analyze the current state of the market of electronic payment services in the world, to establish trends that have been monitored over the last two years on the Internet. The importance of the study of global trends in the development of the electronic payment services market has been proven, which should become the basis for developing an effective strategy for the creation and promotion of Ukrainian developments. The situation that developed in the Ukrainian field of electronic payment services during the research period was analyzed. A mathematical model for determining the effectiveness of the sale of payment services is proposed, taking into account several influencing factors.
