In this paper, we has proposed an automatic vehicle monitoring system based on computer vision technology. The real-time display system has displayed a system that can be performed in automatic monitoring and control while meeting the essential requirements of ITS. Another advantage has that for a powerful vehicle tracking, the main obstacle handing system, which has the shadow tracking of moving objects. In order to obtain all kinds of information from the tracked vehicle image, the vehicle must be clearly displayed on the surveillance screen. Over time, it's necessary to precisely control the vehicle, and a three-dimensional model-based approach has been also necessary. In general, each type of vehicle has represented by the skeleton of the object or wire frame model, and the trajectory of the vehicle can be measured with high precision in a 3D-based manner even if the system has not running in real time. In this paper, we has applied on segmentation method to vehicle, background, and shadow. The validity of the low level vehicle control tracker was also detected through speed tracking of the speeding car. In conclusion, we intended to improve the improved tracking method in the tracking control system and to develop the highway monitoring and control system.
This paper addresses the framework of object-oriented image coding, describing a new algorithm, based on monodimensional Legendre polynomials, for texture approximation. Through the use of 1D orthogonal basis functions, the computational complexity which usually makes prohibitive most of 2D region-oriented approaches is significantly reduced, while only a slight increment of distortion is introduced. In the aim of preserving the bidimensional intersample correlation of the texture information as much as possible, suitable pseudo-bidimensional basis functions have been used, yielding significant improvements with respect to the straightforward 1D approach. The algorithm has been experimented for coding still images as well as motion compensated sequences, showing interesting possibilities of application for very low bitrate video coding.

This paper advances the software, hardware and mechanical design that the visually impaired can recognize the position and distance of the obstacle while walking. The first software implementation is proposed a method to implement the algorithm graph for the ratio of the distance measuring ultrasonic sensors for voltage. And it was extracted by the precise distance measuring parameter values from simulation to measure the precise distance. Second hardware implementation was designed to be able to detect obstacles in a relatively simple sensor-based walking aid for the visually impaired. In addition, using the switching regulator IC of high performance it was designed to be used to boost the Li-ion battery 3.7V to 5V. The third mechanism was developed by analyzing the sensor angle and the cane angle.
