The purpose of this article is to answer the following questions: In Mexico, what has been the development of the teaching career in primary education between 1930 and 2017? What are the changes that have impacted this career in relation to the historical-political context? And what have been the elements and criteria that have oriented such regulation of the teaching profession? In an analysis of laws, regulations and norms, the authors found that Mexico has focused on three career approaches. The first is the credentialist, as a consequence of the development of the nascent education system and the political pacts between the teacher’s unions and the State. The second is the transitory approach, which incorporated elements of meritocracy into a credentialist legal structure. The third is the meritocratic, which stands out for the use of performance evaluations for teacher regulation, for which new regulatory instances were created in order to displace the union from regulatory processes. The authors also observed that the particularities of the educational system, as well as the historical-political context, mark specific paths of Mexican teaching regulation.
RESUMEN En México los mecanismos oficiales que regulan la educación superior privada son muy flexibles, de suerte que existe una gran diversidad de instituciones de educación superior privadas (IESP): por un lado, instituciones que cumplen los elementos para ofrecer formación profesional; por otro, instituciones que apenas tienen los requisitos mínimos. Esto ha ocasionado una calidad académica desigual en las IESP, la cual se certifica (de manera voluntaria, es decir, no legalmente obligatoria) mediante tres organismos. En este artículo se analizan los procedimientos de los tres organismos, que se encargan de evaluar y certificar la calidad de las IESP. Se parte del supuesto de que estas certificaciones, por su carácter voluntario, tienen una limitada influencia en el mejoramiento de la calidad del sector superior privado, ya que pocas instituciones se someten a ellas. Palabras clave: calidad, certificación, instituciones de educación superior privadas. oRganisms and pRocesses foR the Quality ceRtification of pRivate higheR education in mexico ABSTRACT In Mexico, official mechanisms regulating private higher education are very flexible, thus, there is a wide variety of private higher education institutions: On the one hand, there are institutions that meet the requisites to provide professional training, on the other hand, there are institutions that barely meet the necessary requirements. This has caused an uneven academic quality among private higher education institutions. This quality is certified (on a voluntary basis, i.e. not legally binding) by three agencies. This article analyzes the procedures of the three agencies that are responsible for assessing and certifying the quality of private higher education institutions. It is assumed that, due to its voluntary nature, this evaluation process has limited influence on improving the quality of the private higher education system, since few institutions are subservient to it.
El propósito de este artículo es analizar la experiencia social de estudiantes activistas de la Facultad de Filosofía y Letras de la Universidad Nacional Autónoma de México durante la acción colectiva que se desplegó, en septiembre de 2018, ante un ataque violento hacia la comunidad de alumnos. La investigación usó la propuesta de Dubet de experiencia social, resultado de la articulación de tres lógicas de acción: integración, estrategia y subjetivación. Se empleó la metodología cualitativa, mediante la cual se diseñaron y llevaron a cabo ocho entrevistas y cuestionarios a estudiantes activistas. En los resultados destaca que la lógica de integración a la acción colectiva de estos estudiantes se dio ante la indignación de los ataques a su comunidad y por solidaridad con ésta; la lógica de estrategia consistió en la generación de diferentes repertorios de acción colectiva (paros, marchas); la lógica de subjetivación implicó la crítica y aprendizajes frente a su participación en esta acción.
