Usaha Mikro, Kecil, dan Menengah merupakan penyokong utama perekonomian Indonesia. Dengan daya serap tenaga kerja hingga 97 persen dari daya serap tenaga kerja dunia usaha. Pandemi COVID-19 yang menerpa dunia sejak tahun 2019 menimbulkan goncangan luar biasa terhadap keberlangsungan UMKM. Penelitian ini menggunakan metode kualitatif deskriptif melalui studi literatur untuk menganalisis mengenai langkah-langkah yang diperlukan pelaku UMKM untuk tetap menjaga keberlangsungan usaha mereka. Data yang digunakan ialah data sekunder berupa laporan dan publikasi resmi dari pihak terkait mengenai UMKM. Hasil penelitian menunjukkan bahwa dukungan kebijakan pemerintah tidak cukup untuk mempertahankan eksistensi UMKM. Para pelaku UMKM harus mulai melakukan perubahan baik dari sisi inovasi produksi, pemanfaatan teknologi hingga pemasaran melalui digitalisasi. Micro, Small, and Medium Enterprises are the biggest components of the Indonesian economy, with up to 97 percent of the labor absorption. The COVID-19 outbreak has caused an extraordinary shock to the sustainability of Micro, Small, and Medium Enterprises. This study uses descriptive qualitative methods through literature review to analyze the Micro, Small, and Medium Enterprises to maintain their business continuity, using the secondary data from the reports and official publications from related parties. The results indicate that government policy support is not sufficient to maintain the existence of Micro, Small, and Medium Enterprises. They must start to make changes in product innovation, technology utilization, and market digitalization.
Penelitian ini dilakukan untuk mengidentifikasi sektor ekonomi yang menjadi basis daya saing ekonomi Kabupaten Lampung Tengah, Provinsi Lampung. Kabupaten Lampung Tengah sebagai daerah agraris masih tergolong ke dalam kabupaten dengan kemampuan keuangan daerah yang sangat kurang dan kapasitas fiskal yang rendah. Analisis kuantitatif deskriptif melalui sumber data sekunder yang berasal dari publikasi data Badan Pusat Statistik Kabupaten dan Provinsi dilakukan dengan metode Location Quotient dan Analisis Shift-share. Hasil penelitian menunjukkan bahwa hanya terdapat tiga sektor yang menjadi basis ekonomi berdasarkan metode LQ dan DLQ pada perekonomian Kabupaten Lampung Tengah yaitu Pertanian, Kehutanan dan Perikanan, Konstruksi, serta Industri Pengolahan. Analisis shift-share menghasilkan kesimpulan bahwa hanya dua sektor ekonomi pada Kabupaten Lampung Tengah yang tumbuh secara cepat dan memiliki daya saing pada periode 2016-2020 yaitu Transportasi dan Pergudangan serta Informasi dan Komunikasi. Hasil penelitian dapat digunakan sebagai masukan bagi pemangku kebijakan untuk merumuskan strategi pengembangan ekonomi Kabupaten Lampung Tengah untuk meningkatkan perekonomian daerah.
AbstrakPenelitian ini membahas mengenai pemanfaatan utang pemerintah dalam bentuk Surat Berharga Syariah Negara atau Sukuk untuk membiayai proyek pada Kementerian Pekerjaan Umum dan Perumahan Rakyat (PU-PR). Kementerian PU-PR merupakan instansi yang mendapatkan alokasi anggaran proyek berbasis Sukuk paling besar dalam kurun waktu 2015-2019. Data penelitian berasal dari data sekunder berupa pagu anggaran dan realisasi pelaksanaan proyek dan dianalisis secara deskriptif dengan hasil wawancara dengan pelaksana proyek dan pengelola proyek Sukuk di Kementerian Keuangan. Hasil penelitian menggambarkan bahwa Sukuk merupakan salah satu sumber pembiayaan pembangunan infrastruktur pemerintah yang prospektif karena pasar keuangan syariah yang masih terus tumbuh dan berkembang. Namun demikian, kendala pada pelaksanaan proyek yang berimbas pada tambahan biaya utang perlu diminimalkan. Peningkatan kualitas perencanaan dan pengusulan proyek, penilaian kelayakan yang lebih ketat, serta mekanisme reward and punishment untuk menjamin proyek berjalan tepat waktu harus diterapkan oleh pihak-pihak yang berkepentingan sehingga pembiayaan proyek yang didanai dari utang terutama Sukuk dapat dilakukan dengan lebih efektif dan efisien.AbstractThis study aims to discusses Government Islamic Debt Securities or Sukuk used to financing the projects at the Ministry of Public Works and Public Housing. The Ministry had the largest Project Based Sukuk allocation in 2015-2019. The research uses data from budget allocation and the realization of project implementation using descriptive analysis and combined with interviews from project implementers and debt managers. The result shows that Sukuk are prospective sources for government infrastructure development as the Islamic financial markets are still growing. However, problems on project implementation need to be minimized. Quality of project planning preparation should be improved, rigorous feasibility studies, and suitable mechanism of reward and punishment has to be implemented to ensure the effectiveness of the project.
The study aims to analyze the preferences of millennials to invest in Sukuk instrument seen from investment risk factors (default risk, rate of return, liquidity), and sharia factors (financial activities according to sharia and avoiding ‘riba). Around 64 million Indonesian millennials are potential market for Sukuk market in the country. The research population were millennials who join the webinar of sukuk education for the millennial generation. Using the multiple linear regression analysis, the results indicated that risk factors and sharia factors had a positive effect both simultaneously and partially on the millennials preferences in Sukuk investments.
