Background: The ability of healthcare system to face the COVID-19 pandemic requires a professional competency in maintaining medical records to increase information and healthcare services quality. This study analyses the competency influence to medical record and health information management on planning and decision-making of healthcare services. A case study was conducted to explore this phenomenon. The COVID-19 has impacted to the clinical records is also discussed. Methods: The study uses a quantitative method to analyse correlation between medical record professional competencies, the quality and decision-making of healthcare services. Data analysis was used the structural equation model. The data were collected through purposive sampling of 49 respondents in case study hospital in Padang, Indonesia. Results: The medical record competency construct has a less significant effect on the decisionmaking construct, although the latter is positively related to competency. The quality construct is positively related to and has a significant effect on the decision-making construct. Conclusion: In the case study hospital revealed the competent medical record professional had a small influence on decision-making. In the COVID-19 pandemic situation, the new tools or systems such as telehealth or telemedicine might be an alternative by the healthcare service provider to improve their clinical record management information systems.
Perubahan usia dari masa dewasa ke usia lanjut merupakan sebuah perubahan alamiah yang akan dialami oleh setiap manusia. Dalam memasuki usia lanjut akan mengakibatkan terjadinya banyak permasalahan kesehatan antara lain fisik, mental, masalah kesehatan, dan perawatan, Kondisi kemunduran fisik lansia mengakibatkan lansia membutuhkan pelayanan kesehatan dan keperawatan. Dalam memberikan pelayanan untuk pemantauan kesehatan terhadap usia lanjut dibutuhkan sebuah sarana pelayanan yang dapat dijangkau oleh para usia lanjut. Kegiatan pelayanan Kesehatan bagi usia lanjut dapat dilakukan pada posyandu lansia. Posyandu Lansia adalah salah satu wadah pelayanan lanjut usia di tingkat masyarakat untuk memberikan pelayanan kesehatan yang meliputi pemeriksaan fisik dan mental emosional. Jenis pelayanan kesehatan pada lansia meliputi lima upaya kesehatan dasar yaitu Promotif, prefentif, Posyandu lansia merupakan pengembagan dari kebijakan pemerintah melalui pelayanan kesehatan bagi lansia yang penyelenggaraanya melalui program masyarakat dengan melibatkan peran serta para lansia, keluarga, tokoh masyarakat dan organisasi social. Pembentukan posyandu lansia di RW 02 kelurahan Andalas diawali dengan kegiatan survey terhadap kondisi lansia, selanjutnya dilakukan musyawarah dengan pihak kelurahan, Puskesmas, Ketua RW dan tokoh masyarakat serta masyarakat yang ada di RW 02 kelurahan Andalas. Berdasarkan hasil musyawarah maka terbentuklah Posyandu Lansia Asyfa. Dengan terbentuknya posyandu lansia Asyfa dilanjutkan kegiatan pembentukan kader dan pelatihan kader lansia yang berperan dalam melaksanakan kegiatan posyandu lansia periode berikutnya.
Patient care in the registration section of the hospital is a very important activity, because there is a recording of patient data that will be used by other health workers in providing further health care. The use of information technology in the registration section can increase work effectiveness and efficiency and produce accurate information. For this reason, it is necessary to analyze the factors that affect the benefits of using information technology in the registration section. This study aims to examine the relationship between the quality of information systems, the ability of officers and the performance of information users at RSI Siti Rahmah Padang, Indonesia. The research was conducted with survey method and data analysis using a quantitative approach. From the research results, it was found that the quality of information systems did not affect the benefits of using information technology. Meanwhile, the ability and performance of officers affect the benefits of using information technology. It is suggested that the scope of the use of information technology in the medical records section be increased. It is necessary to increase the ability of officers in the use of information technology by holding training or workshops.
Puskesmas merupakan fasilitas pelayanan Kesehatan tingkat pertama yang dapat membantu mewujudkan derajat kesehatan yang optimal serta memiliki peran penting dalam pelaksanaan rekam medis (Kepmenkes RI, 2009). Puskemas Alai merupakan salah satu sarana pelayanan kesehatan di Kota Padang. Puskesmas Alai dalam memberikan layanan asuhan Kesehatan kepada masyarakat selalu menggunakan berkas rekam medis sebagai tempat penyimpan informasi pasien. Berdasarkan Permenkes No.269/MENKES/PER/III/2008 Tentang Rekam Medis maka dinyatakan rekam medis adalah berkas yang berisi catatan dan dokumen tentang identitas pasien, pemeriksaan, pengobatan, tindakan dan pelayanan lain yang telah diberikan kepada pasien. Berkas rekam medis tersebut harus dapat disimpan dengan baik agar Ketika dibutuhkan lagi bisa didapatkan dengan efektif dan efisien dan kemanan berkas rekam medis tersebut bisa terjaga dengan baik. Untuk penyimpanan berkas rekam medis agar sesuai dengan standar yang sudah ditentukan maka dibutuhkan rak penyimpanan yang mampu menyimpan semua berkas rekam medis. Menurut Internasional Federation of Health Record Organization (IFHRO) kebutuhan rak rekam medis dapat dianalisis. Berdasarkan paparan tersebut maka Kegiatan Pengabdian Kepada Masyarakat (PKM) ini merupakan sosialisasi tentang metode analisa penghitungan kebutuhan rak rekam medis di Puskesmas Alai. Hasil dari kegiatan sosialisasi ini adalah dapat digunakan sebagai masukan bagi bagian rekam medis dalam kegiatan pengadaan kebutuhan rak rekam medis pada Puskesmas Alai Padang. Puskemas Alai is one of the health service facilities in Padang City. Puskesmas Alai in providing health care services to the community always uses medical record files as a storage place for patient information. Based on Permenkes No.269 / MENKES / PER / III / 2008 concerning Medical Records, it is stated that a medical record is a file containing notes and documents about patient identity, examination, treatment, actions and other services that have been provided to patients. The medical record files must be able to be stored properly so that when needed again they can be obtained effectively and efficiently and the safety of the medical record files can be maintained properly. For storing medical record files to conform to predetermined standards, a storage rack is needed which can store all medical record files. According to the International Federation of Health Record Organization (IFHRO) the need for medical record racks can be analyzed. Based on this explanation, this Community Service Activity (PKM) is a socialization of the analysis method for calculating the need for medical record racks at Alai Public Health Center. The results of this outreach activity can be used as input for the medical record section in the procurement of medical record racks at Alai Padang Health Center. Abstract Health facilities are very important services for the community. The most important health service is to produce beneficial outcomes for patients, users and society. Achieving this outcome is highly dependent on the quality of health services. Improving the quality of clinical services is one of the efforts to manage the quality of health services. Information about health services from all users of medical services and all individuals is needed as a source of data to answer questions about the quality of health services. So that accurate information is obtained. The purpose of this activity is to provide information and knowledge to medical recorders about the quality of health services related to clinical quality management in improving performance and implementing clinical management concepts. There are several perspectives regarding the quality of health services, including according to consumers of health services as a service that can meet the needs of the community, according to quality health service providers, namely the availability of equipment, work procedures, professional freedom in performing health services, according to funders of health services as a health service. In an effective and efficient manner, according to the owner of health care facilities, quality health services can generate income that is able to cover operational costs, while according to health service administrators, it can provide for the needs of patients and health care providers. The method used is by providing information directly through virtual media to medical recorders. Pelayanan kesehatan yang paling utama adalah menghasilkan outcome yang menguntungkan bagi pasien, pengguna dan masyarakat. Pencapaian outcome ini sangat tergantung pada mutu pelayanan kesehatan. Peningkatan mutu pelayanan klinis merupakan salah satu upaya manajemen mutu pelayanan kesehatan. Informasi mengenai pelayanan kesehatan dari seluruh pengguna jasa pelayanan medis maupun seluruh individu diperlukan sebagai sumber data untuk menjawab pertanyaan mengenai mutu pelayanan kesehatan. Sehingga diperoleh informasi yang akurat. Tujuan kegiatan adalah untuk memberikan informasi dan pengetahuan kepada para perekam medis tentang mutu pelayanan kesehatan terkait manajemen mutu klinis dalam peningkatan kinerja serta mengimplementasikan konsep manajemen klinis. Terdapat beberapa perspektif mengenai mutu pelayanan kesehatan diantaranya menurut konsumen layanan kesehatan sebagai suatu layanan yang dapat memenuhi kebutuhan masyarakat, menurut provider layanan kesehatan yang bermutu yaitu tersedianya peralatan, prosedur kerja, kebebasan profesi dalam melakukan layanan kesehatan, menurut penyandang dana layanan kesehatan sebagai suatu layanan kesehatan yang efektif dan efisien, menurut pemilik sarana layanan kesehatan bahwa layanan kesehatan yang bermutu dapat menghasilkan pendapatan yang mampu menutupi biaya operasional sedangkan menurut administrator layanan kesehatan dapat menyediakan kebutuhan pasien serta pemberi layanan kesehatan.
