Les maires des communes littorales exposées aux risques côtiers d’érosion et de submersion se trouvent aujourd’hui confrontés à une complexité grandissante, entre leurs obligations et responsabilités face à la sauvegarde de la population et des biens et leur volonté de développement économique et social. Ils doivent se référer à une multitude de textes et outils qui se sont multipliés à la suite à l’événement dramatique de la tempête Xynthia en 2010. Cet article propose une double vision de juriste et de géographe pour analyser une situation complexe, marquant parfois une déconnexion entre un niveau politique d’aménagement du littoral et un niveau local confronté aux contraintes du terrain et aux jeux des acteurs.
