Dans cet article sont présentés les résultats d'une enquête sur la perception du risque de submersion marine par les populations dans trois communes languedociennes. Il en ressort un certain paradoxe entre l'importance des dégâts que les enquêtés prévoient au niveau de l'ensemble du territoire et la relative confiance qu'ils ont pour ce qui les concerne directement. Sur ce thème encore relativement peu exploré malgré son actualité, cette contribution propose un regard original en comparant les perceptions de différentes catégories sociales comme les résidents permanents ou secondaires et les commerçants. La RédactionRésumé -Cet article traite de vulnérabilité littorale face au risque de submersion marine. Cette vulnérabilité est divisée en quatre composantes : les aléas (phénomènes météorologiques, changement climatique, etc.), les enjeux (valorisation des biens marchands et non marchands, etc.), la gestion (politiques publiques de prévention et de réparation) et la perception des risques. Cette dernière traduit la position de chacun des différents acteurs, le degré de conscience des risques chez les habitants, leur réaction potentielle en cas de sinistre, etc. Les résultats analysés ici sont ceux d'une enquête réalisée en 2009 auprès des résidents et commerçants de trois communes du littoral languedocien. De manière générale, le risque de submersion s'avère peu redouté par les enquêtés, plutôt confiants quant à leur avenir résidentiel dans la zone. En fait, il existe une forte distorsion entre les dommages qu'ils anticipent pour l'ensemble du territoire, qu'ils jugent potentiellement très importants, et ceux qu'ils imaginent, avec beaucoup plus d'optimisme, pour leurs propres biens. Abstract -Risk perception of coastal flooding and coastal vulnerability: an example from Languedoc (France).Our research approach to vulnerability is based on four main components: hazards (marinemeteorological factors and climate change, geomorphological processes, etc.), assets at stake (identification and valuation, market and non market goods, damage valuation, etc.), management (public prevention and restoration policies), and perception of risk. Risk perception is a central feature in systemic vulnerability evaluation as it provides invaluable information on the diversity of stakeholder viewpoints, the degree of awareness and susceptibility of the exposed inhabitants, their attachment to the territory, their response to the hazard, etc. and thus gives indications on their adaptation capacity. Our paper analyzes the results of a wide survey of 563 inhabitants of a low and very urbanized stretch of the French Mediterranean coast (Palavas zone, Hérault) conducted in 2009, before the Xynthia storm. Results show, for example, that when respondents were asked to choose from a wide range of risks of all types, they expressed greater fears regarding non-environmental risks. As part of an interdisciplinary research programme on coastal risks, we used a combined environmental psychology-geography approach to study representations of coastal erosion and sea flooding among inhabitants of coastal areas. The relationship between these representations and place, or more specifically sense of place, will initially be examined, followed by individuals' preferred adaptation strategies with risk. Face-to-face interviews were conducted with 894 inhabitants from five coastal municipalities in Brittany. Results show that coastal risks are not a top priority for respondents. Paying particular attention to respondents who spontaneously cited coastal rather than other risks or no risk, we show that their relationship to place differs from the other respondents, as do their preferred adaptation strategies. These results lead to a better understanding of attitudes towards coastal risks among inhabitants of at-risk areas and provide more in-depth knowledge on coastal zone vulnerability.

Faced with sea level rise and the intensification of extreme events, human populations living on the coasts are developing responses to address local situations. A synthesis of the literature on responses to coastal adaptation allows us to highlight different adaptation strategies. Here, we analyze these strategies according to the complexity of their implementation, both institutionally and technically. First, we distinguish two opposing paradigms – fighting against rising sea levels or adapting to new climatic conditions; and second, we observe the level of integrated management of the strategies. This typology allows a distinction between four archetypes with the most commonly associated governance modalities for each. We then underline the need for hybrid approaches and adaptation trajectories over time to take into account local socio-cultural, geographical, and climatic conditions as well as to integrate stakeholders in the design and implementation of responses. We show that dynamic and participatory policies can foster collective learning processes and enable the evolution of social values and behaviors. Finally, adaptation policies rely on knowledge and participatory engagement, multi-scalar governance, policy monitoring, and territorial solidarity. These conditions are especially relevant for densely populated areas that will be confronted with sea level rise, thus for coastal cities in particular.

Les maires des communes littorales exposées aux risques côtiers d’érosion et de submersion se trouvent aujourd’hui confrontés à une complexité grandissante, entre leurs obligations et responsabilités face à la sauvegarde de la population et des biens et leur volonté de développement économique et social. Ils doivent se référer à une multitude de textes et outils qui se sont multipliés à la suite à l’événement dramatique de la tempête Xynthia en 2010. Cet article propose une double vision de juriste et de géographe pour analyser une situation complexe, marquant parfois une déconnexion entre un niveau politique d’aménagement du littoral et un niveau local confronté aux contraintes du terrain et aux jeux des acteurs.
