The diary data enable us to identify a, so far overlooked, source of opportunity costs of informal care, i.e. the necessity to perform particular tasks of informal care at specific moments of the day. Some care tasks are relatively unshiftable, while other tasks are shiftable implying that they can be performed at other moments of the day or even on different days. In particular, household and organization activities seem to be shiftable for employed caregivers, while personal care seems to contain unshiftable activities. This implies an additional opportunity cost of providing personal care tasks. As the care recipient's need for care may be related to the possibility to shift informal care throughout the day, we conclude that one should be careful with using care need as an instrument of informal care in labour supply equations.JEL Classification: J2, I3
SummaryBecause promotions are an important source of wage growth, we argue that the low incidence of promotions among part-time workers will contribute to the emergence of the part-time wage gap. We test this claim using Dutch employer-employee matched data. We find that the parttime wage gap is absent among young school leavers, but that it is well established among more mature workers. Moreover, we find that promotions account for a wage growth of about eight log points. Finally, workers in part-time jobs experience a lower rate of promotion relative to workers in full-time jobs.
The Impact of Refugee Crises on Host Labor Markets:The Case of the Syrian Refugee Crisis in Turkey *The civil war in Syria has culminated into major refugee crises in its neighboring countries. By the end of 2013 more than half a million people were seeking shelter in cities and refugee camps in Turkey. We analyze how the Syrian refugee influx in Turkey has affected food and housing prices, employment rates and internal migration patterns in regions of Turkey where refugees are being accommodated. Refugee camps are geographically concentrated near the Syrian border, which enables us to employ the rest of regional Turkey as control group with a difference-in-difference approach to analyze the impact on local economies. Our findings suggest that housing and to a lesser degree food prices increased, but employment rates of natives in various skill groups are largely unaffected. Incumbent natives appear to be staying put considering the limited migration out of the region, but there is a significant decline in internal migration into regions hosting refugees. Nevertheless, the decline in internal in-migration is less than a tenth of the refugee influx, implying that there is little evidence of refugees crowding out natives in local labor markets.
We analyze how the Syrian refugee inflows into Turkey affected firm entry and performance. To estimate the causal effects, we use instrumental variables, difference-in-differences, and synthetic control methodologies. The results suggest that hosting refugees is favorable for firms. Total firm entry does not seem to be significantly affected. However, there is a substantial increase in the number of new foreign-owned firms. In line with the increase in new foreign-owned firms, there is some indication of growth in gross profits and net sales.
This paper investigates the effectiveness of a lottery-based bonus reward system in reducing employee absenteeism. Starting in June 2002, a Dutch manufacturing firm held a monthly lottery for workers who had taken no sick leave in the previous three months and had not previously won the lottery. In a given lottery, each of seven contestants whose names were randomly drawn received 75 Euros. The authors find statistically significant differences in absence patterns across groups of workers with different eligibility statuses depending on their attendance records and whether they had previously won. One finding is that absenteeism rose among workers who, having won already, were ineligible for further participation. Nevertheless, and although the reduction in firm-wide absence associated with the lottery drifted from 2.4 percentage points to 1.1 percentage points after seven months, the authors conclude that the lottery was of net benefit to the firm.

In recent years, many employees have gained more control over temporal and locational aspects of their work via a variety of flexible work arrangements, such as flexi-time and telehomework. This temporal and locational flexibility of work (TLF) is often seen as a means to facilitate the combination of work and private life. As such it has been recommended as a policy to increase the average number of working hours of part-time workers. To the best of our knowledge, the effectiveness of this policy instrument has not been tested empirically yet. We therefore analyse whether flexi-time and telehomework arrangements increase the number of actual, contracted, and preferred working hours. Based on Dutch household panel data, our results indicate that the link between TLF and working hours is quite weak. Telehomework is associated with moderate increases in actual hours, but not in contracted or preferred hours. Flexi-time generally does not seem to be associated with an increase in hours worked. Despite positive effects on job satisfaction and working time fit, we do not find any convincing evidence of a positive effect of TLF on labour supply.
