El propósito de este trabajo fue analizar los factores críticos de éxito determinantes de la satisfacción (FCEDS) de acuerdo a la opinión de los stakeholders vinculados a la gestión del servicio de agua y saneamiento en la Municipalidad de Pacasmayo en Perú. Se realizó un muestreo no probabilístico intencionado, de 55 stakeholders comunitarios en los 11 sectores céntricos y a 25 funcionarios. Se empleó un cuestionario basado en la Best – Worst Scaling (BWS) que consideró 16 indicadores y que considera cuatro dimensiones: Aspectos Técnicos del Servicio, Aspectos de Calidad del Servicio, Aspectos Económicos y Financieros y Aspectos Legales y entorno político. La fiabilidad se hizo con el Coeficiente Kuder-Richardson (KR-20= 0.841). Se calcularon las puntuaciones y se compararon las percepciones de ambos grupos (Prueba U de Mann-Whitney). La exploración de los FCEDS en los stakeholders comunitarios y funcionarios, resalta la importancia de los aspectos de calidad del servicio y aspectos técnicos, otorgando menor interés a los aspectos legales y entorno político, así como los aspectos económicos y financieros. La comparación de las percepciones de ambos grupos de estudio no arrojó diferencias significativas (p-valor > 0.05). Se recomienda mejorar los niveles de corresponsabilidad de los stakeholders que participan en la gestión del servicio de agua y saneamiento en Pacasmayo y atender a las necesidades que se desprenden de la identificación de los FCEDS.
