O artigo analisa as Conferências Nacionais do Meio Ambiente – CNMA, realizadas nos anos de 2003, 2005, 2008 e 2013, com foco nos resultados quantitativos e qualitativos referentes às políticas públicas ambientais em duas vertentes, a da efetividade e a da intensidade da participação. A partir dos textos finais das conferências e demais documentos produzidos pelo Ministério do Meio Ambiente, apresenta-se a produção do material legislativo resultante das agendas, ou seja, quantidades de leis, decretos e outros dispositivos legais produzidos pelas conferências, além de mensurar-se a efetividade da democracia participativa nos processos desses eventos, observando-se o perfil dos participantes e a temática debatida por edição. Conclui-se que as Conferências Nacionais de Meio Ambiente são um método de política pública eficaz quando levado em consideração os atores relevantes de políticas que compõem esse processo. A complexidade da temática ambiental e do desenvolvimento sustentável emerge na diversidade de temas e proposições.
