This service activities Proposer Team begins concerns over the proliferation of various conflicts, looting and "resistance" of forest communities against Perum Perhutani KPH Madura. Whereas the existence of KPH as an institution at the site level / field has tasks and functions that are strategic security, protection, management of forest products, strengthening of public institutions, as well as the conflict resolver. Based on the identification and justification of existing problems, these service activities using the methods of implementation in the form of socialization, FGD and interviews. At the end of service activities can: (1) Establishment of Forest Village Community Organization (LMDH) in the framework of forest resources management system Collaborative Forest Management (CBFM); (2) To encourage and help people to register the certificate of its Land Rights; (3) For the realization of these service activities, Tim Proposer help citizens to obtain permits utilization of forest land from Perhutani KPH Madura as State forest managers.
Corruption is still a serious problem in the state finances management in Indonesia despite of various efforts to improve the bureaucracy management and government financial reports. The implementation of a decentralized system and direct elections in the legislative and executive government institutions based on divided government political structure, are expected to boost the check and balances process and the creation of high quality financial reporting system. However, this system does not reduce the propensity of corruption occurrence. Therefore, this study aims to examine the role of the financial reporting system as the embodiment of governance and the role of divided government to the corruption. The corruption data used in this study is inkracht data so that it can describe the actual corruption cases compared to the corruption variable in the form of perception that is more subjective and tends to be biased. The results of the study show that governance with the BPK opinion indicator obtained by the district / city government is not substantively describing the use of state finances. In the other word, corruption still occurs in the local government that have obtained the best opinion. Meanwhile, the divided government which theoretically should encourage checks and balances, it creates a negotiation space that promote bigger chance of corruption come about. Apart from the study result, efforts to eradicate corruption in the first period of President Jokowi's reign were better than the previous regime.
Salah satu bentuk kegiatan prioritas yang sesuai dengan instruksi Presiden RI adalah Kampung Keluarga Berkualitas (KB). Hal ini sebagai bentuk investasi Program Keluarga Berencana yang kemanfaatannya secara langsung diterima masyarakat. Penelitian ini bertujuan untuk mengevaluasi Pelatihan Pengelolaan Kampung KB. Penelitian menggunakan pendekatan deskriptif kualitatif. Model evaluasi yang digunakan adalah empat tahapan Kirkpatrick. Metode pengumpulan data dengan survey online, wawancara dan dokumentasi. Pelaksanaan pengambilan data pada bulan November 2019. Hasil penelitian adalah: (a) Peserta memiliki reaksi yang positif dengan memberi penilaian pada kategori “cukup puas” terhadap fasilitator dan penyelenggaraan; (b) hasil penilaian learning evaluation yang terdiri dari penilaian post test (pengetahuan), sikap, dan keterampilan mencapai 76,68 dalam kategori “baik”; (c) Adanya kenaikan pemahaman materi dengan rerata kenaikan 1,22; (d) Pada tahap hasil menunjukkan 64, 79% kegiatan rencana tindak lanjut sudah dapat dilaksanakan, sedangkan 35,21% belum dapat dilaksanakan oleh peserta. Rekomendasi hasil penelitian ini yaitu: (a) Perlunya monitoring evaluasi untuk pembinaan dan keberlangsungan program; (b) Sarana dan prasarana perlu ditingkatkan untuk menjaga kualitas; (c) Anggota pokja lain memerlukan pelatihan pengelolaan Kampung KB; (d) Peserta pelatihan masih membutuhkan dukungan/ pendampingan.
ABSTRAK Seiring dengan perkembangan zaman, hutan mengalami banyak perubahan terhadap fungsi dan tujuannya. Hal tersebut tak lepas dari tujuan hutan sendiri, yaitu selain untuk mencegah terjadinya bencana-bencana alam juga dapat dimanfaatkan sumber daya alamnya. Dalam memanfaatkan hutan terkadang manusia memanfaatkannya tidak sesuai dengan peraturan perundang-undangan, salah satunya yang sering terjadi adalah illegal logging. Tindak pidana Illegal logging merupakan perbuatan menebang pohon secara liar atau secara tidak sah di kawasan hutan. Illegal logging juga menimbulkan kerugian bagi negara, kerugian keuangan negara tersebut berasal dari kayu yang ada di hutan. Adanya kerugian negara yang timbul akibat dari tindak pidana illegal logging ini kemudian dikaitkan dengan kerugian keuangan negara yang berasal dari tindak pidana korupsi. Dalam penulisan ini akan membahas secara mendalam mengenai apakah tindak pidana illegal logging dapat dikategorikan sebagai tindak pidana korupsi mengingat adaya kerugian keuangan negara yang ditimbulkan dari illegal logging. Penelitian ini menggunakan jenis penelitian hukum normatif, yaitu dengan menggunakan metode pendekatan perundang-undangan (statue approach). Sedangkan untuk bahan hukum yang digunakan dalam penelitian ini adalah menggunakan bahan hukum primer dan bahan hukum sekunder. Setelah dilakukan penelitian ini, tindak pidana illegal logging dapat dikategorikan sebagai tindak pidana korupsi apabila terdapat unsur suap-menyuap yang ada di dalamnya. Namun, apabila pada tindak pidana illegal logging tidak ditemukan adanya suap-menyuap atau korupsi maka untuk penegakan hukumnya menggunakan Undang-undang Kehutanan. Energy demand is rapidly increasing, following population growth and economic trends, including the demand for electrical energy. Indonesia seeks to transition to the use of new and renewable energy to supply its demand for electricity. The national strategic program to construct 65 dams in 2023 is the fundamental foundation for the government's ability to bring about this massive development. One of the many essential uses of reservoirs is as a source of hydropower energy. However, have been many cases of rejection by local communities that do not consider themselves to have been fairly consulted for or participating in the development process. Another premise of this rejection is founded on environmental issues related to the Paris Agreement. This article focuses on meeting challenges to community and environmental participation based on the Paris Agreement. New and renewable energy policies incorporate novel regulations pertaining to the government's authority to work on the new renewable energy projects. Hydropower development projects fall under the government's efforts to switch to new sources of renewable energy. Insufficient involvement of the local community in development and activities, to the extent that the information and comprehension on where the hydropower dams are expected to be built are exceptionally lacking but are also, due to the impact of the development toward the environment, the main source of refusal from the local community. Finally in accordance with the Paris Agreement, insufficient attention toward the landscape will likely impair the ability to create future hydropower development projects.
