Streszczenie: Cel -prezentacja wyników przeprowadzonej diagnozy stosowanych rozwiązań w zakresie systemu pomiaru dokonań, ocena poziomu ich zaawansowania i zgodności z potrzebami zarządzania strategicznego przedsiębiorstwa. Metodologia badania -badanie ankietowe zrealizowane metodą CATI w roku 2012 i 2014 na próbie 300 przedsiębiorstw każde, dobranych w sposób nieproporcjonalny z bazy rEGoN. W celu zapewnienia reprezentatywności przeprowadzonego badania opracowane zostały wagi analityczne pozwalające odnieść wyniki przeprowadzonego badania na ogół polskich przedsiębiorstw. Wyniki przeprowadzonego badania zostały opracowane statystycznie. Wynik -diagnoza stosowanych rozwiązań w systemie pomiaru dokonań w przedsiębiorstwach polskich i ich ocena z punktu widzenia poziomu ich zaawansowania oraz potrzeb w zakresie zarządzania strategicznego umożliwia charakterystykę systemów funkcjonujących w Polsce. Zauważono występowanie luki pomiędzy stosowanymi rozwiązaniami pomiaru dokonań w praktyce przedsiębiorstw polskich a tymi, które proponowane są w teorii, czy opisywanymi w ramach najlepszych praktyk. Najistotniejszą różnicą jest między innymi koncentracja podmiotów na czynnikach finansowych, które często nie są powiązane ze strategią jednostki. Oryginalność/wartość -przedstawione w artykule wyniki badania systemu pomiaru dokonań są kompleksowym opracowaniem, ponieważ uwzględniono w nim i poddano ocenie pełen zestaw cech określających system pomiaru dokonań. Przyjęte wagi analityczne pozwoliły odnieść wyniki przeprowadzonego badania na ogół polskich przedsiębiorstw, co nadaje im szerszy, krajowy wymiar.Słowa kluczowe: zarządzanie strategiczne, system pomiaru dokonań Wprowadzenie Skuteczna i efektywna realizacja strategii przedsiębiorstwa z korzyścią dla interesariuszy tworzy zapotrzebowanie na odpowiednio skonstruowany system pomiaru dokonań. In the situation of dynamic changes in society and in the natural environment, the social dimension of activity, Guided by responsibility and commitment, matters more than ever before. Responsibility understood in this way is something other than greed, philanthropy or marketing. (Rojek-Nowosielska, 2017) . The consequence of this is building partner relationships based on communication between the organization and relevant stakeholders, and inclusion of social and environmental initiatives into the com-pany's strategy and their implementation. Transparent communication is promoted by the provisions of the Directive of the European Parliament and of the Council 2014/95 / EU and their transposition through amendment of the Accounting Act, introducing the obligation of non-financial reporting for a defined group of entities. The aim of the article is to identify and evaluate the corporate social responsibility strategies implemented on the basis of profile and detailed indicators presented in non-financial reports of companies of macro-sector 400: industrial and construction-assembly production, prepared according to the GRI 4 standard for 2017. The study included analysis of selected statements in reports on operations or separate reports of 14 companies that met the requirement of comparability. The research methods used include literature analysis, deduction, comparative analysis of structure indicators reported by the examined com-panies and GRI 4 structure indicators as well as indicators of intensity. The results of the conducted analysis confirmed the cognitive value of non-financial reports in assessing the implementation of the sustainable development strategy by all stakeholders. However, they showed the need to improve the content of these reports, including the wider publication of detailed, quantitative and leading indicators, and their interrela-tionship.
Purpose: The purpose of this paper is to identify the determinants and possibilities of dis-seminating sustainability reporting among small and medium-sized enterprises (SMEs) on the basis of the accounting theory, legal regulations, and the opinions of SME representa-tives. Methodology/approach: A review of the literature and other sources. Cluster analysis, the k-means method, and the one-way ANOVA test were used to prepare the results of the survey conducted through AAP. Findings: Only stakeholder theory provides explanations that are useful for identifying the determinants of the dissemination of sustainability reporting among SMEs. The major-ity of SMEs are indirectly obliged to report, as a result of maintaining relationships with entities that are required to report non-financial information on the entire value chain. In our survey, we identified two groups. The first represents skeptics. They do not report non-financial information and do not support the introduction of a single, simplified, EU sus-tainability reporting standard for SMEs. The second group believes that SMEs should report non-financial data. They are usually entities that already report such information. Research limitations/implications: The limitations of the study are due to sample se-lection and size. In the implications, we emphasized the advantages of indirectly obliging SMEs to report non-financial information by requiring that their key stakeholders collect such information. Originality/value: The article fills a gap in the literature by providing empirical research on non-financial reporting in SMEs. Streszczenie: Cel -Identyfikacja zagrożeń w absorbcji zewnętrznych źródeł finansowania, a w tym środków Unii Europejskiej w perspektywie lat 2014-2020 w realizacji przedsięwzięć twardych i miękkich poprawiających jakość życia społeczności lokalnej. Metodologia badania -Wykorzystano metodę krytycznej analizy literatury i pozostałych źródeł, analizę ryzyka oraz case study wybranego powiatu. Wynik -Przeprowadzone badanie pozwoliło potwierdzić rosnące znaczenie funkcji doradczej audytu wewnętrznego oraz istniejące zagrożenia w absorpcji środków Unii Europejskiej przez samorządy i ich determinanty. W konkluzji uzasadniono i potwierdzono potrzebę rozszerzenia katalogu wyłączeń przy obliczaniu indywidualnego wskaźnika zadłużenia. Oryginalność/wartość -Zaproponowanie i uzasadnienie -w wyniku realizacji funkcji doradczej audytu wewnętrznego -rozszerzenia katalogu wyłączeń uwzględnianych przy obliczaniu indywidualnego wskaźnika zadłużenia, mających wpływ na eliminację bariery absorpcji środków Unii Europejskiej oraz poprawę gospodarnego działania na rzecz społeczności lokalnej bez zwiększania zadłużenia.
