O objetivo desse estudo foi analisar as características das micro e pequenas empresas da indústria de transformação (MPEITs) e de seus proprietários com ênfase na gestão, visando contribuir para o desenvolvimento do município de Imperatriz-MA. A metodologia foi realizada através da aplicação de um questionário, onde participaram 65 proprietários/gestores de MPEITs do município de Imperatriz no estado do Maranhão. Os resultados demonstraram que 83,08% dessas MPEITs são administradas por seus próprios proprietários, também revelou baixa escolaridade e conhecimento em gestão de negócios dos proprietários/gestores e geraram 424 empregos formais e informais ao município de Imperatriz. Conclui-se que, a gestão das MPEITs é praticada de forma intuitiva pelos seus proprietários/gestores, mas é notório sua contribuição no desenvolvimento do município de Imperatriz. Essas MPEITs têm cumprido com seu papel, sendo também consideradas materializadoras do desenvolvimento local.
Considerando a relevância do tema sobre licitação para administração pública, e as diversas discussões sobre o processo licitatório, põe-se em relevo a seguinte problemática: de que forma a Lei nº 14.133/2021 traz mudanças e contribuição para o processo licitatório? O estudo objetiva analisar os relatos das alterações na Nova Lei de licitações, Lei nº 14. 133/2021 e abordar suas principais contribuições para o processo licitatório. Para essa abordagem, utilizou-se o método qualitativo descritivo com elementos da técnica da análise de conteúdo. A análise foi aplicada sobre os resultados das publicações selecionadas sobre o tema. Análises estatísticas baseadas em conteúdo textual foram aplicadas sobre o corpus textual, e suas representações foram apresentadas na forma de nuvens de palavras e de grafos de análise de similitude. Os resultados foram organizados em quatro categorias temáticas descobertas durante a análise: i) principais mudanças relatadas; ii) vantagens e desvantagens das mudanças; iii) modalidades de licitações e critérios de julgamento/métodos para resolução de conflitos; e, iv) nulidade contratual e nível de maturidade no processo licitatório. Os resultados mostraram importantes contribuições para processo de licitação, destacando-se o incremento do dialogo competitivo com licitantes, tornando o certame licitatório menos burocrático, mais competitivo e vantajoso para Administração Pública.
