De historiografie van het vroeg-moderne vaderlandse politieke denken vertoont de laatste jaren een verheugende expansie, niet in het minst dankzij de inspiratie die velen uit het pionierswerk van E. H. Kossmann hebben geput. Toch lijkt het niet overdreven om vast te stellen dat wij op dit gebied nog steeds een enorme achterstand op het buitenland hebben in te lopen, zowel wat betreft de intensiteit en institutionele verankering van het onderzoek als in de diepgang van de methodologische reflectie. Het politieke denken van complete tijdvakken is tot op heden zelfs praktisch onbestudeerd gebleven. Het is aan een episode uit een van die verwaarloosde periodes, het tweede stadhouderloze tijdperk, dat het navolgende betoog gewijd zal zijn. In de jaren 1736 tot 1739 ontspon zich een pennestrijd tussen wat de tijdgenoten aanduidden als republikeinen en prinsgezinden. Het belangrijkste werk in deze polemiek was de in 1737 postuum gepubliceerde Verhandeling van de Vryheit in den Burgerstaet van de hand van de Zeeuwse regent Lieven de Beaufort. Voor de zaak van de stadhouder schreven twee gedistingeerde Friezen, Wybrandus van Itsma en Epo Sjuk van Burmania, een aantal Schuite-en Jagt-praatjes. De Beaufort werd verdedigd in een tweetal publikaties, de Vrymoedige Bedenkingen over de Vryheid en het Aanhangsel van de Vrymoedige Bedenkingen, beide toegeschreven aan de eminente jurist Cornelis van Bynkershoek 1. De directe aanleiding voor deze uitwisseling van gedrukte opinies was de positie van Willem Karel Hendrik Friso, de latere Willem IV. In 1729 was hij persoonlijk zijn stadhouderschappen gaan uitoefenen; in de jaren dertig bestonden er meningsverschillen over de wenselijkheid van een benoeming tot generaal in het Staatse leger en een lidmaatschap van de Raad van State. Het waren echter vooral de dévasselage van Veere en Vlissingen in 1732 en het huwelijk met de dochter van George II, prinses Anna van Hannover, die de gemoederen hevig in beroering brachten 2. Hoewel de schriftelijke strijd ruime aandacht aan de meeste van deze punten besteedde, werd ook regelmatig een hoger abstractieniveau bereikt. Tijdgenoten en ook latere achttiende-eeuwse generaties zagen het belang van deze polemiek duidelijk in, doch in de moderne historiografie is zij nimmer uitvoerig besproken 3. l Zie voor de volledige titels van deze geschriften de bij dit artikel gevoegde lijst.
