4in the field of electronic education led to the establishment of CSES, to the integration of informational and computer networks of universities into a unified information and cybernetic space, which significantly extended the range of educational services and functions of CSES at educational establishments, to the integration of services into social networks, and further use of remote access in various forms of education. However, such an integration creates educational system with a mission-critical cybernetic infrastructure (SCCI), thereby increasing the risk of its hacking/destruction of its components and unauthorized access to confidential information of CSES.The analysis of threats, performed in [7][8][9][10][11][12], indicates their substantial transformation and hybridity. Abstract. Introduction. Revealing, studying and applying the common factors of causal connections between changes of entrepreneurial activity and the level of states' and regions' socio-economic development form essential conditions for sustainable outcome. The complexity of analysing the above connections as well as synthesising well-grounded managerial decisions based on them are primarily embedded in the inhomogeneity of internal and external entrepreneurship environment. The purpose of the article is to define the peculiarities of the Ukrainian entrepreneurial activity causal field and provide comparative analysis with the other countries based at the Global Entrepreneurship Monitor (GEM) methodology and findings (since it has not covered Ukraine). Methods. To meet the purpose, economic analysis of statistical data, synthesis and expert survey have been used. Results. As the result of data processing, the actual pending status characteristics have been obtained forming the elements of the causal field of entrepreneurship. The GEM studies' comparative analysis allows us forecasting such trends in Ukraine, as the growth of the number of micro-enterprises as well as entrepreneurs, engaged in self-employment. However, a certain part of entrepreneurial activity goes to «shadow»; the number of innovative enterprises will be cut down because of the reduction of both state and private funding; entrepreneurs are expected to reallocate their activities towards the business with fast funds turnover. Conclusion. To modify the existing negative trends in Ukrainian business activity, in the system of causal connections should be strengthened the following sectors: start-up funding; support of business incubator for the businessmen-beginners; nationwide assessment and monitoring of causal connections of Ukrainian entrepreneurial activity using the GEM methodology; increase of educational programs for entrepreneurs supported by leading Ukrainian universities. A characteristic feature of the XXI century is the emergence of the digital society phenomenon, which significantly changes all processes in higher education. The implementation of innovations into university activity, creation of its digital culture, and digital environment are the key features of an innovative-active university (IAU) and factors of its development. The paper aims to develop a strategy and innovative-indicative measures for digitalization of IAU activities based on the study of society’s digital maturity. Index, rating, comparative analyzes, and decomposition method were used. It is determined that Ukraine has a significant gap in comparison with the developed countries in terms of digital maturity of society and occupies lower than average positions in international informatization indices. To assess the state of digitalization processes in Ukraine, government measures for the development of digital culture were analyzed, the limitations and triggers of society digitalization are identified. It is proved that the digitalization of education has a dominant impact on the overall level of digital competitiveness. That is, the introduction of information and communication technologies in the IAU activity is an urgent task of its management. The digitalization strategy of S.Kuznets KhNUE in accordance with its educational, scientific and technical, marketing, and international activities was created. The proposed strategy is based on a systemic understanding of digitalization processes, which makes it possible to increase the degree of their controllability. A set of innovative and indicative measures was developed, which constitute the tactical contour of IAU digital process management.
