This paper initially examines the institutional assessment from the relationship between public policies for education and the social, economic and political environment in which they operate. The need to provide information on the performance of schools and the consequent debate about the quality of institutions are the result of social and political pressure in recent decades. In this context, there are assessments of educational institutions such as the State Center for Technological Education Paula Souza (CEETEPS), particularly the Scholar Observatory, the subject of this proposal. From a case study in the State Technical School Professor Pedro Leme Brisolla Sobrinho, we want to point out the consequences of this type of evaluation in the school routine, noting how the subject of several segments get hold of it. Our initial concern is that this evaluation can be characterized only as an instrument of bureaucratic control and centralized management process in schools, presenting itself as a form of control by the institution. The study assumes the character of qualitative research and data analysis was developed in accordance with the techniques of content analysis of interviews, documents and the comments made in the school environment. We note that the Scholar Observatory as a practice of institutional assessment, though not yet sufficiently consolidated school investigated and made more references to questions of bureaucratic routine of the school that issues that promote social change, is seen by subjects as a good guide to work.
