Neste trabalho, analisamos a convergência entre as diretrizes dos reformadores empresariais e a reforma do ensino médio, regulamentada pela Lei nº 13.415/2017. A pesquisa, de caráter documental, foi pautada pela análise do arcabouço legal da reforma e das proposições dos empresários. Os principais pontos da reforma já estavam sendo sinalizados, há alguns anos, pelos reformadores empresariais. As confluências demonstradas entre empresários e governo não são mera casualidade, mas resultado da interlocução e trânsito que possuem dentro dos centros de poder.
O artigo tem como objetivo discutir a progressiva adoção do direito à educação pelo Estado brasileiro nas Constituições Federais de 1824 a 1988 e na Lei de Diretrizes e Bases da Educação Nacional (Lei nº 9.394) de 1996, em contraposição com as políticas sociais e educacionais contemporâneas que limitam o usufruto desse direito fundamental, como a Emenda Constitucional nº 95/2016, a Base Nacional Comum Curricular e a Reforma do Ensino Médio (Lei nº 13.415/2017). Nessa perspectiva, para o desenvolvimento do objetivo proposto, apresenta-se uma breve digressão histórica acerca da constituição legal do direito à educação no Brasil, e, posteriormente, um balanço inicial sobre o impacto das políticas sociais e educacionais supracitadas, em um contexto de aprofundamento dos ajustes neoliberais na segunda década do século XXI. Como resultado, observa-se que, ao contrário de contextos históricos anteriores, nos quais o direito à educação era abertamente negado por governos elitistas e autoritários, com as políticas neoliberais esse direito é limitado “por dentro” do Estado democrático, em um contexto de aprofundamento da crise do capitalismo em escala global.
Neste trabalho, analisamos, apoiado no conceito de hegemonia de Antonio Gramsci, as estratégias utilizadas por frações da classe dominante para obter o consentimento social sobre a reforma do ensino médio (Lei no 13.415/2017), no momento anterior à publicação da Medida Provisória no 746/2016 e no contexto do movimento de ocupações escolares. Para tanto, foi realizada pesquisa em periódicos eletrônicos tendo por propósito mapear o processo de construção da reforma, bem como levantamento das campanhas publicitárias transmitidas em rede nacional pelas principais emissoras de televisão. Foi possível mostrar que o processo de imposição da reforma passou por momentos tanto de coerção, quanto de consenso: o fomento da ideia de crise educacional, de maneira organizada pela mídia hegemônica, foi ao encontro da reforma, contribuindo para criar consenso ativo e/ou passivo das massas às mudanças impostas; enquanto a repressão estatal foi dirigida aos grupos que não consentiram, particularmente ao movimento secundarista estudantil.
<span style="font-size: 12.0pt; line-height: 115%; font-family: ">O presente artigo versa sobre o projeto de ensino “Discutir desigualdades na busca por igualdade: relações de gênero e o ensino de História”, no âmbito do Programa Institucional de Bolsas de Iniciação à Docência (PIBID) do curso de História da Universidade Federal de Mato Grosso do Sul (UFMS). O projeto foi executado entre turmas do 3º ano do Ensino Médio, em uma escola na cidade de Campo Grande/MS. O enfoque dado pelo projeto, e ponto de partida para discutir as relações de gênero, foi a construção da cidadania, conquista de espaços e direitos pelas mulheres e população LGBT (lésbicas, gays, bissexuais, travestis e transexuais) no Brasil. O projeto vai ao encontro dos Parâmetros Curriculares Nacionais que elegem como um de seus temas transversais “Orientação Sexual”, que possui como um de seus eixos fundamentais, as questões das relações de gênero. No desenvolvimento das aulas utilizamos a metodologia de aula expositiva dialogada, adotando a docência compartilhada entre os acadêmicos. Como instrumento de avaliação final, propusemos aos alunos a produção de um <em>fanzine</em>, dado o seu histórico de uso como espaço de expressão e divulgação de ideias por vários movimentos sociais. Por fim, apresentaremos as reflexões e resultados obtidos através da experiência na execução do projeto, que apesar das limitações do ambiente escolar e da resistência dos/as alunos/as com as discussões propostas, cumpriu seu objetivo de trazer para dentro da escola discussões sobre atitudes de defesa da igualdade de direitos e do respeito à diversidade sexual.</span>
