The Russian Federation is characterized by interregional spatial differentiation of regions. The article analyzes the factors that affect the inflow of investment to the region. Methods for assessing the investment attractiveness of regions are described and an additional criterion is identified that allows increasing investment attractiveness and creating a positive investment climate in the region. As the main method for assessing the investment attractiveness of regions, it is assumed to use the expert method, which will allow evaluating not only quantitative, but also specific qualitative criteria. An additional criterion of investment attractiveness of regions is revealed. Increasing the investment attractiveness of the region directly depends on the availability of research and educational centers. These centers are able to identify priority areas for investors and provide staffing. The activities of scientific and educational centers are based on public and private partnership. The mechanism of public private partnership assumes that in order to reduce the spatial differentiation of investment attractiveness of regions, it is necessary to create a unified database of investment opportunities in the regions, indicating Federal and regional support tools and mechanisms, as well as information about promising enterprises. This database should include all sectors and branches of the economy of the Russian Federation. The article suggests a mechanism for interaction between the state, business and scientific and educational centers.
Проблемы трудоустройства и занятости выпускников учебных заведений в настоящее время обнажаются довольно остро. Причины этого – нестабильность рынка труда, вызванная пандемией COVID-19, и высокая уязвимость в данных условиях молодёжи как социальной группы. Несмотря на многочисленность публикаций по данной тематике, выявлена недостаточность исследований влияния пандемии и иных глобальных изменений на молодёжную занятость. В связи с этим авторами поставлена цель – выявить основные характеристики трансформации рынка труда в период пандемии, влияющие на трудоустройство и занятость молодежи. В результате исследования выявлены преимущества, риски и перспективы для самозанятой работающей молодежи. Показано, что экономический кризис, связанный с COVID-19, может привести к частичному вытеснению молодых специалистов с рынка труда. Сделан вывод о том, что молодое поколение требует более пристального внимания со стороны государственной политики в области урегулирования трудовых отношений и трудового поведения.

Представители целого ряда социальных наук в течение сотен лет предпринимали множество попыток раскрыть функции и дисфункции неравенства, обосновать его неиз-бежный или временный характер, предложить способы его нейтрализации или смягчения. В целом, социальное неравенство связано с неодинаковым досту-пом индивидов и групп к системе социальных ресурсов, значимых для их суще-ствования, без существенных шансов на изменение ситуации.В последнее время все большее внимание исследователей привлекает изуче-ние восприятия неравенства -субъективной оценки людьми имеющихся в обществе различий в доступе тех или иных категорий населения к общественно значимым ресурсам -деньгам и имуществу, власти, образованию и т.п. Это ста-новится важным в связи с тем, что неравенство влияет на социально-политиче-ский климат и самочувствие населения не столько само по себе, а в той мере, в какой оно оценивается людьми. Так, если в оценках значительной части насе-ления имеющаяся в обществе дифференциация в доходах и доступе к другим благам воспринимается как чрезмерная, ухудшается социальное самочувствие, формируется недовольство существующей властью и возникает запрос (явный или латентный) на перераспределение доходов. Напротив, если неравенство воспринимается как приемлемое, достаточное для поддержания трудовой мотивации и недопущения «уравниловки», оно носит скорее функциональный характер, стимулируя индивидуальную мобильность и сдерживая иждивенче-ские настроения. Соответственно, «восприятие неравенства как избыточного и нелегитимного может вызывать недовольство граждан, усиливать их давление на власть, нарушать социальную стабильность, сплоченность общества, в то же время восприятие неравенства как недостаточного снижает трудовую мотива-цию» [Монусова 2016: 53].В современной социологической литературе социальное неравенство оцени-вается с разных позиций. Традиционные трактовки социального неравенства связаны с дифференциацией населения по признаку дохода и владения иму-ществом, обладания властью и другим объективным критериям, позволяющим построить достаточно четкую стратификационную схему. The article analyses the prospects of sociodemographic development in the regions of the Central Black Earth economic region in the context of modern challenges and threats. It is noted that demographic processes today are significantly transformed under the influence of a complex of negative factors, including COVID-19 pandemic, special military operation, digitalization, etc. It is noted that these factors are ambivalent for demographic development (they can become a white swan or a black swan for demography). It is not yet clear how they will affect life expectancy, migration, employment, and employability, and the reproductive attitudes of citizens. Everything depends on how the situation develops and how effective the measures, in particular state and municipal policy in the sphere of demographic development, will be.
In modern conditions of emergence of a new “digital” picture of the world, the study interest is represented by the changes taking place in the system of public administration in Russia, as well as the main barriers hindering the digital transformation of management practices. To this end, the authors of the article analyzed statistical data for 2019-2021, characterizing the “digital maturity” of domestic authorities, conducted their own sociological study on the problems of digitalization of public administration. The results obtained indicate that, in addition to the insufficient and uneven pace of technological change (in the context of Russian territories), the lack of necessary digital skills among employees and the population, the effectiveness of digital transformation significantly reduces the lack of understanding by civil servants of the value, essence of digital transformation and its tools. In addition, modernization of the state system in the interests of the population is impossible without effective communications “population-government”, the construction of which is currently complicated by mutual distrust.
