Abstract.To increase the efficiency of production in a planned economy, it is necessary to develop mechanisms of functioning that encourage enterprises to maximize the accounting of all reserves for increasing production efficiency. In this article, a model of a competitive mechanism for the functioning of active systems is developed. A feature of competitive mechanisms is that planning or incentive procedures include a competition procedure between active elements claiming to receive a profitable plan or any preferential terms of resource provision, financing and incentives. The authors conducted a study of the competitive mechanism on the example of the problem of resource allocation; It is proved that there is a Nash equilibrium for the competitive mechanism. The paper formulated and proved a theorem on the optimality of competitive mechanisms, which shows how effective the competitive mechanism for the distribution of limited resources.
The fourth industrial revolution is destroying traditional business models of companies. In order to maintain the current level of competitiveness, companies must adapt to changing conditions, draw up and implement strategies for introducing digital technologies into their business processes. The article presents a structured approach for systematic modeling of business digitalization.
The article describes the management model of complex socioeconomic systems, based on the synthesis of information that characterizes economic systems. To summarize the information, it is proposed to use the Rasch model for estimating latent variables. The management structure of complex economic systems is considered on the basis of generalization of system indicators according to the Rasch model. The mathematical basis for solving the problem is described, including taking into account the importance of the criteria. The case is considered when the values of indicators of the economic system are obtained from a variety of information sources. The results of computational experiments are presented, which allow analyzing the main properties of estimates of generalized indicators of economic systems. Computational experiments have shown that estimates of generalized indicators of objects are measured on a linear scale, are highly accurate and resistant to changes in the source data.
The aim of the research is to study the content of the innovation component of human potential in the rankings of universities, its assessment through the prism of the educational environment and its individual elements. The article considers the innovation component of human potential from the standpoint of its importance on the scale of the fourth industrial revolution. The research focuses on the formation, development and realization of human potential in the system of higher education. The analysis of global, national, regional ratings of the performance of universities is presented. Ratings are abstracted from nationality and classified by target and structural features. The ratings are classified according to the target and structural features. Features of the content and evaluation of human potential and its innovative component in the structure of ratings of various groups are revealed. The directions for improving the rating structure are identified, taking into account the essential importance of the innovative component of human potential for the modern economy. The characteristics of the structure of the rating allowing estimating the innovative component of human potential is given. An innovative component of the rating of universities was developed. A list of indicators was synthesized, which is the basis for the implementation of the rating assessment of the innovation component of human potential. Using the method of mathematical modeling developed an innovative component of the ranking of universities.
