In addition to assessing the civic knowledge and skills of adolescents, examining students' concepts of democracy was an important aspect of the International Association for the Evaluation of Educational Achievement (IEA) Civic Education Study. Based on theories and previous research with adults and youth in this area, a set of survey items was developed to cover several models of democracy. In the 1999 IEA Civic Education Study of 14 year olds, the confirmatory factor analysis showed one factor with items relating to the generic or rule of law model. A second factor, participatory democracy, did not meet IEA scaling standards. In contrast, confirmatory factor analysis of upper secondary school students' data revealed a three-factor solution for the democracy items, suggesting that they have more differentiated concepts of democracy than 14 year olds.
Zusammenfassung: Schulinspektionen erlangen in verschiedenen europäischen ländern einen immer höheren Stellenwert. gleichzeitig steigen damit auch die erwartungen in ihre Wirksamkeit, wobei vor allem Wirksamkeit in Hinblick auf nachhaltige Schulentwicklung gemeint ist. Ausgehend von einer Darstellung der Funktionen von Schulinspektionen gibt der Artikel eine Übersicht über Wirksamkeitsmodelle und Forschungsarbeiten. Teilweise wird in den Forschungsarbeiten davon ausgegangen, dass die Wirksamkeit von inspektionen hinsichtlich der Schulentwicklung direkt an den Schülerleistungen messbar ist. Allerdings bleibt unklar, wie die schulinternen Verarbeitungsprozesse als Bindeglied zwischen Schulinspektion und verbesserter Schülerleistung gestaltet sind. Andere Studien betrachten die einstellungen oder reaktionen der Akteure auf die inspektion, wobei teils Wirksamkeitserwartungen und tatsächliche Schulentwicklung konfundiert sind. Ausgehend von der rekonstruktion der unterschiedlichen Forschungsansätze zeigt der Artikel den Bedarf für modelle auf, die die schulischen Verarbeitungsprozesse im Anschluss an inspektionen stärker in den Blick nehmen. Based on a general description of functions of school inspection the article gives an overview of research in this field. One line of research is led by the assumption that the impact of inspection on school development can be measured in terms of student performance. Yet the presupposed causal chain which links inspection to student performance remains rather nebulous. A second line of research is focused on attitudinal changes of teachers and principals in the wake of school inspections-which leads sometimes to the confounding of efficacy beliefs and school effectiveness. Im Rahmen einer schweizerischen Fallstudie wird anhand von Querschnittsdaten der externen Schulevaluation und der Gemeindestatistik des Kantons Aargau überprüft, ob sich die sozialen Rahmenbedingungen signifikant unterschiedlich auf das Schul-, Unterrichts- und Arbeitsklima obligatorischer Schulen auswirken. Zunächst werden die Beziehungen der Konstrukte im Rahmen einer Korrelationsstudie erfasst, hernach wird eine Mehrebenenanalyse durchgeführt, bei der das Unterrichtsklima als abhängige Variable auf der Individualebene fungiert und auf der Aggregationsebene ein Pfadmodell berechnet wird, das sich auf den sozialen Belastungsindex, das Schulklima und das Arbeitsklima erstreckt. Es zeigt sich, dass sich die sozialen Belastungen deutlich auf das Schul- und Arbeitsklima auswirken. Hingegen lässt sich beim Unterrichtsklima keine starke Beeinflussung durch die sozialen Belastungen feststellen. Diese differentielle Wirkung wird darauf zurückgeführt, dass die Lehrpersonen im Unterrichtszimmer eine stärkere pädagogische Wirksamkeit entfalten können als auf der Schulebene.
Das Maturitätsanerkennungsreglement (MAR) von 1995, ein gemeinsam konzipiertes Regelwerk von Bund und Kantonen, wurde 2007 teilreformiert. Die Teilreform betraf unter anderem die mit dem MAR 1995 eingeführte Maturaarbeit: War sie bis anhin als der eigentlichen Maturaprüfung vorangehende Projektarbeit in die Ausbildung eingeflossen, zählt sie neu auch als Abschlussnote der gymnasialen Maturität. Damit muss die Frage nach der Vergleichbarkeit von Maturaarbeiten und ihren Bewertungen gestellt werden.Im Rahmen der Evaluation der Maturitätsreform (EVAMAR II) wurde die Maturitätsbildung bereits zum zweiten Mal gesamtschweizerisch evaluiert. Dieses Mal wurden auch die Maturaarbeiten einer vertieften Überprüfung unterzogen. Der folgende Artikel stellt ausgewählte Ergebnisse aus dieser Studie vor.
