Las mujeres cubanas ante el periodo especial: ajustes y cambios
This article discusses the social impact of the process of updating socialism. The accumulated social changes that are a consequence of the Special Period created a deconfiguration of the model of the new socialist man. Therefore, reforms radicalize and strengthen adjustment policies, make changes more permanent, and reinforce new social relationships. Their stabilization leads to the configuration of a new social model whose characteristics depart from the revolutionary model of “the new socialist man” which prevailed in Cuba until the late-1980s. The process is presented as a sequence, deconfiguration-reconfiguration , and analyzes the changes in the social structure, the expansion of the nongovernment sector, the disparities of consumption and income generated not only by an increase in inequality and poverty but also by the appearance of differentiated social groups and new principles in the relation between the state and society. The study concludes that one of the most important challenges the government must face in the foreseeable future is the disconnection between the continuity of the political model and its legitimizing foundations, and the new reality of a diverse society, restratified and symbolically reinstated.
This article analyses the ‘rebirth of civil society’ in Cuba as a consequence of the ‘Special Period’ and the changes that have occurred in the last 25 years. It examines the evolution of civil society and the constitution of the discursive field in which it has been defined, to explain how and to what limit the different discourses legitimise and enable the understanding of the plurality of actors as well as their potential for action and influence in the political processes. The analysis is divided into two stages: the founding phase (the 1990s) that begins with the arrival of the Special Period; and the consolidation stage, which starts with the new century, in particular since 2007 with the ‘updating model’ that has begun to push deeper changes. This periodisation, in stages that are associated with different state strategies, seeks a comparison to assess the impacts of each of the challenges and proposals facing civil society.
Resumen. El artículo reflexiona sobre el trabajo de las organizaciones no gubernamentales (onG) de migración en México y analiza su papel como actores relevantes en la política y la gestión migratoria. Este tipo de onG tiene un modo particular de accionar al combinar funciones de asistencia y defensa de los migrantes con labores de difusión, debate y monitoreo del tema migratorio, a partir de lo cual han logrado colocar sus propuestas de atención a los derechos humanos en la discusión pública, por lo que se han convertido en actores con capacidad simultánea para presionar al gobierno y asistirlo en la política y gestión migratoria. Este trabajo examina de manera general el repertorio de acción de las onG de migración como un recurso de poder frente al Estado. Reformas económico-sociales y sus efectos, Madrid, Colibrí, 2012, 336 pp. Cuando, en 2006, una grave enfermedad obligó a Fidel Castro a traspasar la dirección del gobierno cubano a su hermano Raúl, éste, al tiempo que se declaraba más un continuador que un reformador de la obra de la Revolución afirmó que para enfrentar la crisis de la economía cubana eran necesarias reformas "estructurales y de concepto". Tales reformas debieron esperar, no obstante, algo de tiempo para comenzar a concretarse en el conjunto de directrices contenidas en los "Lineamientos de la Política Económica y Social del Partido y la Revolución" puestos a discusión en 2010 y aprobados finalmente en el VI Congreso del PCC de 2011.Cuba en la era de Raúl Castro. Reformas económico-sociales y sus efectos (Madrid, Colibrí, 2012), tiene por objetivo analizar este proceso de "actualización del modelo" socialista. Su autor, Carmelo Mesa Lago -la principal autoridad en el campo de los estudios sobre la economía cubana post 1959-cuenta para ello con el aval de una larga carrera a lo largo de la cual ha producido los análisis más comprensivos, bien documentados, actualizados y objetivos sobre las políticas económicas de la revolución cubana. Éste, su libro más reciente, no constituye una excepción sino más bien una excelente culminación -y uso esta palabra en su acepción de punto más elevado-del lúcido y revelador análisis que ha realizado en todos estos años.Escrito con un lenguaje claro y sencillo que no desatiende el rigor cientí-fico, el libro puede ser leído fácilmente tanto por académicos y especialistas que buscan datos duros y referencia confiables, como por el gran público 42 bobes.indd 233 03/03/15 12:55
