Today the world economy is handling an economic crisis caused by the pandemic of a new coronavirus infection (COVID-19), announced by the WHO, as well as by fluctuations in the international energy market and by the development of “green energy”. The crisis, named the “2020 crisis”, is notable for the divergence of the sectoral dynamics of development, with a declining development trend in some industries and the rapid growth of others. The crisis is etymologically relevant to the energy sector, a sector which is important for the survival and specialization of the Russian Federation. This research is aimed at describing the status and highlighting the socioeconomic effects, constraints (economic and social risks), and “growth points” of the energy sector in the modern realities of the 2020 crisis. Methods. The method of in-depth interview was used. The need for studying expert opinion is based on the fundamental principles of implementation research, according to which the success of state sectoral policy depends on its perception and support by stakeholders. Top managers of energy enterprises acted as the experts (N = 10). The interviews were conducted in April 2020. The method of incremental approximation and coding (open and axial) were used for a high-quality discourse analysis. Results. The conducted study revealed divergence of sectoral dynamics of energy consumption, which is a translation of the immanent features of the 2020 crisis into the energy sector. The detected constraints are reserved development prerequisites of “green energy” and reduced investments in development programs. The potential “growth points” include intensified digitalization of the energy sector and the need for institutional changes in taxation in the energy sector, recognized by experts.
Аннотация. В настоящее время актуальным трендом становится интеграция концептуальных основ корпоративной социальной ответственности (КСО) в стратегию развития бизнеса и совершенствование инструментария ее реализации. Цель исследования -теоретическое обоснование и описание сложившихся практик формирования социальной сферы крупных предпринимательских структур в энергетике РТ. Объект исследования -АО «Татэнерго». Методы исследования: кабинетное исследование (обзор зарубежного и отечественного опыта реализации КСО); анализ социальной сферы АО «Татэнерго» с описанием позиционирования, принципов, практик (направлений) в оценке форм реализации КСО с идентификацией видов КСО. Эмпирическая база исследования -официальный сайт ОА «Татэнерго», раздел «Социальная сфера». Выводы и рекомендации: в реализации КСО АО «Татэнерго» преобладает интернальная КСО; обоснованы точки роста в контексте концепции «устойчивого развития»: разработка миссии, видения, стратегии КСО; выделение корпоративных институтов развития -ответственного функционального структурного подразделения; развитие экстернальной КСО.Ключевые слова: крупные предпринимательские структуры, корпоративная социальная сфера, корпоративная социальная ответственность, социальные услуги предприятий, устойчивое развитие, формы корпоративной социальной ответственности в энергетике Abstract. The integration of the conceptual foundations of corporate social responsibility (CSR) into the business development strategy and the improvement of its implementation tools is becoming a trend. The purpose of the study is a theoretical justification and description of the established practices in the formation of the social sphere of large business structures in the energy sector of the Republic of Tatarstan. Object of study -JSC «Tatenergo». Research methods: desk study (review of foreign and domestic experience in the implementation of CSR); analysis of the social sphere of JSC «Tatenergo» with a description of: positioning; principles; practices (directions) in assessing the forms of CSR implementation with identification of types of CSR. The empirical base of the study is the official website of OA Tatenergo, section "Social sphere". Conclusions and recommendations: internal CSR prevails in the implementation of CSR of JSC «Tatenergo»; growth points are justified in the context of the concept of "sustainable development": development of a mission, vision, CSR strategy; highlighting corporate development institutions -a responsible functional structural unit; development of external CSR.
In the new conditions of the spread of COVID-19, organizations of the non-governmental sector face, on the one hand, new challenges and changes in the conditions of functioning and activities, in general. On the other hand, the conditions of the crisis create new problems for socially vulnerable segments of the population, which gives rise to new objects and requires diversification of the practices of NPOs in the provision of social services. The purpose of the study is a description of the practices of non-profit organizations in the service sector of the Republic of Tatarstan in the context of COVID-19. Research methods. At the stage of collecting information - the method of secondary analysis of cabinet information; method of a written request from the SO NPO of the RT for a description of the daily practices of NPOs in terms of the pandemic in providing services by categories of recipients of NPOs in quantitative estimates. Information processing and analysis have been carried out by the method of: descriptive modeling; summary according to the method of classifying services by forms and categories of recipients. Research results. First, it was revealed: that in the Republic of Tatarstan under the "crisis of 2020" circumstances, like in the Russian Federation as a whole, the tendency of consolidation of public efforts and the third sector, which culminated in the formation of a public movement, is spreading, but the consolidation process did not finalize in the practice of forming coalitions of NPOs, which is typical for other subjects of the Russian Federation. Second, the peculiarities of the implementation of everyday practices of NPOs in a pandemic, conditioned by the characteristics of the areas of activity - maintaining the current activities of NPOs in a pandemic, providing NPO services for NPOs, providing “thematic pandemic” NPO services (food, healthcare services, etc.) etc.). Third, the implementation of anti-crisis support measures for NPOs of the federal government in the Republic of Tatarstan is complemented by regional measures to support SO NPOs, which fits into the concept of an utilitarian-economic approach to the positioning of NPOs.
