Este trabalho discute a participação popular nos conselhos de saúde e o papel da comunicação e da informação nesse processo procurando entender de que maneira diferentes atores sociais ali presentes agem e interagem com o objetivo de deliberar, fiscalizar e interferir no funcionamento do Sistema Único de Saúde. A nossa hipótese é a de que as relações sociais assimétricas ali presentes determinam os alcances e os limites comunicacionais e informacionais dificultando a participação popular e, simultaneamente, o exercício do controle público.
Este artigo discute a relação entre as redes de comunicação midiática e a constituição simbólica das políticas públicas de saúde representada pelo SUS. Sob este aspecto focalizamos a análise na maneira pela qual a mídia interpreta e reconfigura este campo da saúde na perspectiva das relações de poder, trabalhando com a idéia de que a comunicação midiática não é desenvolvida fora de um contexto de conflito, transformação e luta política na sociedade, que indica, produz e reproduz uma determinada forma de interpretação da realidade.
