The study is dedicated to legislative, normative, legal, and regulatory changes in the medical and educational sphere of activity, which occurred as a result of quarantine and introduction of restrictive anti-epidemic measures in order to prevent the spread of acute respiratory disease COVID-19 in Ukraine. It was noted that the changes in the legislation of Ukraine have significantly affected the medical and educational sphere of activity (doctors, pharmacists, teachers, students, listeners). The main prohibitions and permits in the work of specialists in medicine and education were given. The necessity of further studying the experience in the leading countries of the world on vaccination of different segments of the population is substantiated.
The development of health care and the pharmaceutical industry is based on the principles of the Constitution of Ukraine, the fundamental principles of the European Union, the basics of medical and pharmaceutical law. The Ministry of Health of Ukraine and the National Health Service of Ukraine are responsible for the protection of human rights and freedoms, human life and health, patients, and the nation’s gene pool, as well as privileged categories of citizens. State institutions on the basis of the Constitution of Ukraine, Laws of Ukraine, regulations of Ukraine and Resolutions of the Cabinet of Ministers of Ukraine during the implementation of the "Program of Medical Guarantees" for 2022 decide organizational and legal, medical and pharmaceutical, social and economic issues of the program of state guarantees of medical care population in 2022 according to ICD-11.
У статті з позиції судової фармації розглянуто факти отруєння громадян внаслідок незаконного обігу на етапі вживання фальсифікованих алкогольних напоїв. Виявлено загрожуючи масштаби обігу (виробництво, розповсюдження, збут, вживання тощо) цих напоїв для сфери економіки та охорони здоров'я України. Запропоновано законодавчі ініціативи щодо змін у статтях 199 та 204 Кримінального кодексу України відносно посилення кримінальної відповідальності за незаконний обіг (виготовлення, зберігання, облік тощо) з метою збуту та збут цих напоїв і визначено подальші напрямки досліджень щодо медичного страхування постраждалих від алкоголю в ланцюзі правовідносин «лікар-пацієнтпровізор-адвокат». Закладами охорони здоров'я все частіше фіксуються факти звернення за медичною допомогою громадян з розладами здоров'я внаслідок отруєння фальсифікованими алкогольними напоями (далі-ФАН), які надходять в торговельну мережу під брендами відомих марок, що унеможливлює споживачам під час візуального огляду їх відрізнити від якісної продукції. Актуальність теми. Як відзначають провідні вчені з судово-медичної токсикології України В. Д. Мішалов, Г. П. Петюнін, Б. С. Шейман, серед етіологічних факторів, які найчастіше призводять до виникнення гострих отруєнь як у дорослого, так і дитячого населення, знаходяться алкоголь, лікарські засоби (далі-ЛЗ), рослини та препарати побутової хімії. При цьому за частотою та кількістю летальних випадків у дорослих одне з головних місць посідає отруєння від ФАН [32-33; 37]. Для підвищення ефективності боротьби правоохоронних органів з незаконним обігом ФАН, внаслідок чого спостерігається отруєння населення (за судово-медичними критеріями оцінки це легкі, середні та тяжкі тілесні ушкодження) [25], своєчасного притягнення до кримінальної відповідальності злочинців, оперативного проведення судово-медичних, судово-фармацевтичних і судово-токсикологічних експертиз у рамках криміналістики необхідно здійснення міждисциплінарних і міжгалузевих комплексних досліджень.
The article presents the results of the research concerning the pharmacotherapy of patients with chronic pancreatitis with comorbidity from the pharmacological view. During the study pharmacological approach to the problem of comorbidity among patients with chronic pancreatitis was analyzed. A survey among doctors and pharmacists was used during the research along with normative and legal, documentary, retrospective, bibliographic, systemic, forensic-pharmaceutical, sociological (questionnaire survey), comparative, graphic, mathematical analysis methods. The most common comorbid diseases that patients suffer from alongside with chronic pancreatitis were highlighted. Authors came to conclusion, that development of safe and affordable pharmaceutical therapy for patients with chronic pancreatitis and comorbidity is very important.
Chronic pancreatitis is a chronic inflammatory disease of the pancreas, which is accompanied by irreversible structural changes in the development of excretory and incretory insufficiency, manifested by abdominal pain and characterized by a significant reduction in the quality of life of patients. Purpose of the study was to determine the place of alcoholic (toxic) chronic pancreatitis among pancreatitis; to systematize scientific sources on the role of psychoactive substances in the development of comorbid chronic pancreatitis with alcohol addiction. In the period from 1997 to 2021, a review of the scientific literature on the topic of the work was conducted. Depending on the region, up to 70% of acute pancreatitis and up to 90% of chronic pancreatitis cases are alcohol-related psychoactive substances. Alcoholic (toxic) pancreatitis occurs due to exposure of the pancreas to alcohol in up to 80% of all cases. Pharmacotherapy of chronic pancreatitis is important in the context of the spread of coronavirus infection, in most cases conservative, is carried out taking into account the causes and risk factors. Scientific sources on the topic of the work are systematized. Literature data on the epidemiology, causes of chronic pancreatitis and the role of psychoactive substances in the development of chronic pancreatitis were studied.
