The article is dedicated to the justification and practical implementation of a nature protection-based methodological approach to define the boundaries of the Lake Baikal protection zone and form proposals related to the harmonization of instruments of environmentally responsible development of the territory, which has the status of a World Heritage site as it contains 20% of the world’s fresh water supply. An analysis of the contemporary conditions of Lake Baikal and its surrounding landscapes show environmental degradation of the area. The most important aspects in solving the existing problem may be the construction of a science-based definition of the Lake Baikal water protection zone and compliance with the universal global values related to the requirements of ecological threat prevention. The main landscape-hydrological design principles for the water protection zone are studied in this article. A method for the functional water protection zoning of urban territories is also given. This has been implemented in Baikalsk town, which is located on the Baikal shore and is considered to be one of the most environmentally damaged territories. Proposals include recommendations on the harmonization of the landscape-hydrological principles of territory assessment and methods for target landscape planning; the setting of various restrictions within the boundaries of existing industrial and settlement zones; the creation of an overall system of environmental health monitoring for Lake Baikal and its protection zones; and for ensuring interactions with the public.
Road infrastructure development is an existing, but not a frequent element of extractive industry benefit-sharing frameworks in remote northern regions. However, it is often at the center of extractive activity and inflicts major impact on environment and communities. This paper examines the benefits and impacts derived from development of informal roads, i.e., vehicular roadways beyond the current publicly-governed road networks constructed, maintained and/or used by various entities and individuals based on private, special purpose and/or informal practices and regulations. Based on several field studies, GIS analysis of road networks and examination of secondary sources, the article investigates the use of informal roads as a form of benefit-sharing and details their impact on mobilities, environment and livelihoods of local and indigenous communities in the Irkutsk Oil and Gas region, Russia. We argue that construction, maintenance and use of the industry-built roads can be a part of benefit-sharing agreements, albeit mostly semi-formal and negotiated. The gains and problems stemming from ‘trickle-down’ (i.e., unintended) effects of the road networks are the most significant. The community-relevant implications of informal roads go far beyond immediate impacts on surrounding environment, but deeply affect subsistence activities, mobility, food security, personal safety and even consumer preferences of the indigenous residents.
This paper aims to identify details of interaction and mutual influence of tourism and transport infrastructure development using a combination of sociological and statistical methods. For the analysis, five key sites were selected in several parts of Siberia, differing in natural, socio-economic, and ethnocultural quality, but possessing the presence of compact indigenous communities that reproduce traditional forms of both cultural life and economic activity. While each community has its own unique culture and resources for development, several similar characteristics were revealed. It has been revealed that tourists themselves and workers of the tourism sector, including local residents, are unequivocal supporters of transportation system development. A significant part of the population, recognizing the need and advantages of having a well-functioning transport infrastructure, expresses a negative attitude towards easy accessibility of the territory for outsiders who violate the rules and regime for usage of natural resources and augment economic and cultural competition for the local population. Understanding key processes of interrelations, both explicit and hidden, concomitant to socioeconomic development of remote indigenous communities, with the simultaneous development of tourism and transport, allows the authors to propose a model outline of attitudes of local communities towards tourist and transport perspectives in the territory of their residence.
Wildfires in permafrost areas, including smoldering fires (e.g., “zombie fires”), have increasingly become a concern in the Arctic and subarctic. Their detection is difficult and requires ground truthing. Local and Indigenous knowledge are becoming useful sources of information that could guide future research and wildfire management. This paper focuses on permafrost peatland fires in the Siberian subarctic taiga linked to local communities and their infrastructure. It presents the results of field studies in Evenki and old-settler communities of Tokma and Khanda in the Irkutsk region of Russia in conjunction with concurrent remote sensing data analysis. The study areas located in the discontinuous permafrost zone allow examination of the dynamics of wildfires in permafrost peatlands and adjacent forested areas. Interviews revealed an unusual prevalence and witness-observed characteristics of smoldering peatland fires over permafrost, such as longer than expected fire risk periods, impacts on community infrastructure, changes in migration of wild animals, and an increasing number of smoldering wildfires including overwintering “zombie fires” in the last five years. The analysis of concurrent satellite remote sensing data confirmed observations from communities, but demonstrated a limited capacity of satellite imagery to accurately capture changing wildfire activity in permafrost peatlands, which may have significant implications for global climate.
Determined is that the Baikal region is gaining importance due to the initiatives of the Silk Road. Since the Baikal basin has a special nature management regime, information support in the form of large cartographic atlases of complex content is to play a primary role in studies of acute and complex problems of ecologically and economically balanced development of the Baikal region, in solving these problems and in managing this development. The paper proves the need for new methodological tools for analyzing, structuring and integrating environmental-geographic information into a single integrated and multi-level atlas information system of the Baikal region. It is shown that in order to make optimal management decisions, there is a need in an infrastructural approach to the integration of territorial information and computing resources based on the Internet, a service-oriented paradigm, Web technologies, and the implementation of Open Geospatial Consortium standards for Web services is needed. Three atlases of the Baikal region are considered. The first of them is the Ecological Atlas of the Lake Baikal Basin, published in 2015 in Russian, Mongolian and English languages and was made publicly available on the Internet on the geoportal of the Baikal Information Center. The second — “Ecological Atlas of the Baikal region” placed on the geoportal of the Institute of System Dynamics and Control Theory of the SB RAS in 2017. Since 2017 we are working also on the atlas “Baikal Region: Society and Nature”. The structure, content and methodological features of the preparation of all three atlases are analyzed.
