The paper substantiates possibility and necessity of applying the system stability theory to the management of a construction project. Stability theories of automatic control systems are considered. Sustainability of construction projects is considered based on the sustainability theory of organizational systems. The indicators that characterize the degree of stability of the construction project are determined.
The main indicators of project sustainability are Net Present Income, project payback period, internal rate of return and project profitability. A mechanism for calculating these indicators before and after the application of the project management technology is presented. Approbation of the proposed project management technology based on sustainability indicators was carried out on the example of the construction of the “Villa Rose” cottage village. In the process of management, risks were identified at the stages of project implementation with the help of independent experts. The integral indicator of the project risk has been determined and the project risk management strategies have been selected.
Modern conditions for the functioning of the investment and construction complex are characterized by a high level of competition, an intensively changing market situation, an increase in the level of requirements for construction products. In this regard, it is urgent to address the challenges associated with improving the management of the regional investment and construction complex, based on forecasting its development, taking into account the impact of risk factors. To solve these problems, a mechanism for risk-based management of a regional investment and construction complex based on forecasting has been developed. An integral indicator is proposed that takes into account the production, financial, social, innovative and ecological efficiency of the regional investment and construction complex, taking into account the impact of risk factors. Approbation of the proposed mechanism is presented on the example of the investment and construction complex of the Republic of Crimea. The practical significance of this mechanism is the possibility of developing a strategic program for the development of the regional investment and construction complex of the Republic of Crimea on the basis of forecasting the dynamics of the integrated indicator of the management effectiveness of the regional investment and construction complex, taking into account the impact of risk.
The article analyzes the main factors for the campsites placement, as well as the classification of campsites by type. The analysis of the regulatory framework for the camping operation in the coastal zone on the territory of the Russian Federation. The assessment of the main factors for the auto camping location, as well as the advantages of auto tourism in comparison with the other types of tourism. An economic examination of the investment project effectiveness for the construction of a camping site was conducted on the basis of such indicators as: net present value, profitability index, internal rate of return and payback period. In the process of managerial examination of the investment project for the construction of a camping site with a hotel and entertainment complex, an assessment of the project management effectiveness was carried out. A methodology for assessing the integral effectiveness of an investment project according to the following criteria of functional efficiency is proposed: economic, organizational, social, environmental, legal, energy, technological, psychological, political and ethical.
The main priority of the social and economic policy in Russian Federation is to solve the housing problem. The national project “Affordable and Comfortable Housing for the Citizens of Russia” is an important form of implementation the modern housing policy. The expansion of low-rise buildings is influenced by the housing policy. Existing methods for assessing the quality of low-rise building projects require further development. The issues of improving the quality of low-rise building projects require further system improvement of quality assessment indicators too. Quality assessment takes into account indicators of safety, comfort and resource saving. Mechanism for improving the quality of low-rise building projects is proposed in this paper.
The basis of this mechanism is a system of indicators for assessing the projects quality at the predesign stage. Approbation of the proposed mechanism was made using the example of the construction of Izumrudny cottage complex in Gorny village, Yalta.
