Several committees, institutions, and practitioners are currently working on defining appropriate, and reliable Audit Quality Indicators (AQIs). The experiences the Foundation for Auditing Research (FAR) made with collecting audit quality data may inform the search for appropriate and reliable AQIs. In this paper I discuss different types of audit (quality) measures and their availability in the Netherlands. Furthermore, I discuss the (potential) information value, limitations, and recommendations for a wide range of audit quality measures and sources.
The reconciliation of audit evidence to the audit subject matter is a key and recurring audit procedure. Before reconciling information, data needs to be extracted from the audit subject matter, which is often in a Portable Document Format (PDF). Reconciliations are a recurring task for every new version of the audit subject matter. Large audit firms tend to “offshore” simple and repetitive audit tasks such as reconciliations to shared service centers. Offshoring however comes at the expense of coordination costs, delays in the process and challenges regarding the liability risk to the auditor. This paper presents an open-source algorithm to extract data from (draft) annual reports (PDF files) using Python to automate, rather than outsource, the data extraction for reconciliations. The algorithm resulted in a significant time saving for the audit of a large Dutch asset management firm. Researchers apply the algorithm to minimize hand-collection of financial statement data.
In de publieke opinie wordt de zorg geuit of de accountant zijn verantwoordelijkheid met betrekking tot fraude tijdens de jaarrekeningcontrole wel waar kan maken. Die zorg kan terecht zijn (prestatiekloof) dan wel gebaseerd zijn op verkeerde verwachtingen wat van de accountant kan en mag worden verwacht (verwachtingskloof en evaluatiekloof). Fraude ontdekken is niet eenvoudig, blijkend uit de vaststelling dat bij fraudegevallen vaak duidelijk wordt dat de accountant tijdens de jaarrekeningcontrole de fraude niet heeft vastgesteld. Op basis van een review van wetenschappelijk onderzoek op het gebied van fraudedetectie door de controlerend accountant dragen wij praktijkgeoriënteerde suggesties aan, die de fraudedetectie door de controlerend accountant kan verbeteren en tevens de publieke opinie kan funderen. Het gebruik van standaardcontroleprogramma’s, checklists en heel specifieke documentatie blijkt averechts te werken. Daarentegen blijkt het toepassen van principes uit de mental accounting theory, het uitvoeren van een constructieve brainstormsessie en het variëren van de aard van de controlewerkzaamheden de fraude detectievaardigheid wel te verbeteren. Daarnaast bespreken wij de toegevoegde waarde van de inzet van forensische accountants tijdens de jaarrekeningcontrole, alsmede van welke forensische vaardigheden of eigenschappen controlerend accountants kunnen leren.

Volgens de AFM-Monitor werden er in 2019 circa 19.333 wettelijke controleverklaringen in Nederland afgegeven, maar welke organisaties deze controleverklaringen voor welke verantwoordingen ontvangen en of deze gegevens publiekelijk beschikbaar zijn, is tot nu toe niet structureel in kaart gebracht. Tegelijkertijd is er steeds meer behoefte aan informatie over de kwaliteit van accountantscontrole voor de markt als geheel. Voor jaarrekeninggebruikers, beleidsmakers en andere belanghebbenden is het niet altijd duidelijk welke accountantscontroles onder de Wet toezicht accountantsorganisaties (Wta) en daarmee onder het AFM-toezicht vallen. In dit beschrijvende artikel schatten wij de aantallen Wta-controles en of deze publiekelijk beschikbaar zijn. Van de wettelijke controles zijn 18.311 verklaringen (95%) publiekelijk beschikbaar via verschillende bronnen, zoals de Kamer van Koophandel.
