In order to select the best controller for a Differential Drive Wheeled Mobile Robot (DDWMR), an energy consumption comparison relating to tracking accuracy is used as a very strict criterion. Therefore, this paper reviews some well-known controllers designed for the DDWMR. Furthermore, there are presented several experiments with the extensible open-source code programmed in Python. Such an extensible open-source code presentation could serve as a tool for simulating, comparing, and evaluating a set of different control algorithms. The kinematic and dynamic models of the DDWMR and control algorithms are implemented in this open-source code to determine a travel time, a distance between the robot's position and a given path, a linear velocity, an angular velocity, a travel path length, and a total kinetic energy loss of the DDWMR. These simulation results are used to compare and evaluate the given control algorithms. Moreover, the simulation results also enable to answer the question of whether a significant increase in energy consumption is worth shortening the travel path by just a bit. Finally, this paper includes a direct link to the stored experiments which are runnable and could serve as a proof. Besides, users can also easily supplement with other controllers and different paths to evaluate robot tracking control algorithms.
Vietnamese higher education has been subjected to constant pressures and major changes in the last few decades so as to meet the country's needs for socio-economic development and to better prepare graduates for employment and personal growth. There has been greater recognition for the role of mid-level academic managers as key contributors to effective institutional performance and success. However, an understanding of what constitutes a competent mid-level academic manager, who are heads of faculties, departments, academic offices and specialized centers, for the context of Vietnam is limited. This study employs an exploratory and mixed-method approach to identify the core competencies required for mid-level academic managers at Vietnamese higher education institutions. Findings from focus group discussions and a survey conclude five professional domains for effective mid-level academic management and sustainable development yet, in the meantime, reveal the gap between institutional expectations and the actual competencies of academic heads as perceived by academic heads themselves, their supervisors and their team members.

There were certain socio-cultural factors that influenced their practices. Generally, they met state standards in qualifications and management expertise. However, they found it challenging to manage school resources and assets.
In the context of the need to ensure appropriate signalling of the publication of high-quality, international-calibre publications in Vietnam, as well as new policies to improve the quality and effectiveness of scientific research in Vietnam, it is practical to investigate the possibility of developing a national open access database (NOAD). This study aims to answer the question of whether it is necessary to establish a NOAD in Vietnam. We used document analysis to evaluate issues related to NOADs. The results of this study show the complexity, lack of consistency, and difficulty in obtaining practical statistics and assessing research and scientific records in Vietnam today. Furthermore, the findings of this study imply that it is necessary to establish a NOAD of scientific research in Vietnam. The information in this report can be used to develop a NOAD for Vietnam in particular, and for any country that lacks one in general.
Quality assurance and accreditation was officially introduced into the higher education system in Vietnam over ten years ago. It is evident that quality assurance has resulted in positive impacts on university management, teaching, learning and research activities. This paper aims to explore factors that aid the successful implementation of higher education quality assurance and accreditation in Vietnam. Through semi-structured interviews with 32 participants, this study identified a number of factors that contributed to quality assurance processes, including awareness of the importance of quality assurance, better institutional manager leadership, support of university lecturers, staff, and students, and the vital responsibility of internal quality assurance staff. These confirm that internal stakeholders play an important role in undertaking quality assurance programmes and activities.
One of the concerns in improving the quality of minority education in multicultural nations is how to choose the appropriate types of learning for different ethnic groups, especially when such decision can be constrained their cultural diversity. This paper aims to analyze the effect of cultural differences on selecting types of learning for ethnic minorities; thus, recommending some ethic-specific policies to better utilize the manpower resources in the Northwest region of Vietnam. Questionnaires were employed to survey 250 people from 6 ethnic minority groups, whose population is over one million locating in three provinces in the Northwest border region of Vietnam. The study also conducted 20 in-depth interviews with management teams of different educational institutions and corporations. The results show that ethnic-cultural factors including gender, customs, ethnic relations, and marriage age have determined the choice of learning types in higher education levels.
