Universities are increasingly expected to fulfill a third mission in addition to those of research and education. Universities must demonstrate engagement with society through the application and exploitation of knowledge. As societal impact of research is uncertain, long term and always dependent on other factors, we argue here that evaluation should focus on the conditions under which societal impact is generated rather than on the impact itself. Here we focus on a specific set of those conditions: the interactions between academic researchers and societal actors. Instead of speculating about potential impacts of research, we argue that current productive interactions of researchers with societal stakeholders improve the probability that future societal impact will occur. This article supports this idea by examining in detail several, mainly retrospective examples. As productive interactions are field specific, we restrict ourselves to 'professional adhocracy fields', especially to information and communication technologies (ICT) research. We address the patterns of productive interactions that result in societal impact within this field and we discuss whether differences are observed in contrast to other fields, such as social sciences and humanities (fragmented adhocracies). We end by discussing the implications that these patterns have for societal impact assessment. Shifting the focus to interactions allows assessment of short-term knowledge transfer and other collaborative efforts with stakeholders that contribute to long-term societal impact.

While there is a lot of talk about how we now live in a knowledge society, the reality has been less impressive: We have yet to truly transition to a knowledge society-in part, this book argues, because discussion mostly focuses on a knowledge economy and information society rather than on ways to mobilise to create an actual knowledge society. That all may change, however, with the rise of open data and big data. This book considers the role of the open data movement in fostering transformation, showing that at the heart of any successful mobilisation will be an emerging open data ecosystem and new ways for societal actors to effectively produce and use data.

This paper deals with the role of research and development (R&D) managers in shaping the landscape of public research in Europe. These R&D managers work in the sphere of public research within national government laboratory services. The case we present is of the reconfiguration of metrology research. Metrology is the science of measurement. We examine why scientists and research managers in nationally embedded institutes, which are performing R&D in support of national policy and local industry needs, have chosen to co-operate in a shared research programme. This means giving up, in part, their national sovereignty over funds and decision making. Furthermore, we examine how they have achieved the shared programme, which was launched as a European Commission (EC) programme through the Article 185 1 initiative, which allows the European Union to participate in research programmes undertaken jointly by several Member States. Abstract. In this paper we will address the questions of what and where the value of open access to research data might be and how libraries and related stakeholders can contribute to achieve the benefits of freely sharing data. In particular, the emphasis is on how libraries need to acquire the competence for collaboration to train and encourage researchers and library staff to work with open data. The paper is based on the early results of the RECODE project, an EU FP7 project that addresses the drivers and barriers in developing open access to research data in Europe (http://www.recodeproject.eu).

RECODE will leverage existing networks, communities and projects to address challenges within the open access and data dissemination and preservation sector, and produce policy recommendations for open access to research data based on existing good practice. The open access to research data sector includes several different networks, initiatives, projects and communities that are fragmented by discipline, geography, stakeholder category (publishers, academics, repositories, etc.) as well as other boundaries. Many of these organisations are already addressing key barriers to open access to research data, such as stakeholder fragmentation, technical and infrastructural issues, ethical and legal issues, and state and institutional policy fragmentation. However, these organisations are often working in isolation or with limited contact with one another. RECODE will provide a space for European stakeholders interested in open access to research data to work together to provide common solutions for these issues. RECODE will culminate in a series of over-arching policy recommendations for a policy framework to support open access to European research data targeted at different stakeholders and policy-makers (http://www.recodeproject.eu).
