Reshaping European metrology research – the role of national research managers

Abstract: This paper deals with the role of research and development (R&D) managers in shaping the landscape of public research in Europe. These R&D managers work in the sphere of public research within national government laboratory services. The case we present is of the reconfiguration of metrology research. Metrology is the science of measurement. We examine why scientists and research managers in nationally embedded institutes, which are performing R&D in support of national policy and local industry needs, have ch… Show more

“…8 However, PRIs are often pushed to act like KIBS (cf. Barker et al, 2012;Coccia and Rolfo, 2010); and in terms of statistical classification, many of them are placed in the same category as private R&D service firms (because the industrial classification system does not differentiate organizations on the basis of private or public ownership). An earlier study (Hales, 2001) is a sad testimony to the volatility of "grey literature" -it is just one output of the multi-country RISE project, whose numerous reports are hard to locate online.…”

“…Some other authors referenced the use of entrepreneurs in R&D management as well as utilising intangible resources for value creation in innovation using stakeholders (Pike et al, 2005;Lettl et al, 2006). The process of research institutions or knowledge networks being transformed into commercial innovative opportunities was also identified by a number of authors (Collinson and Gregson, 2003;Davenport et al, 2003;Ball and Butler, 2004;Simpson, 2004;Leung and Isaacs, 2008;Ebner et al, 2009;McAdam et al, 2010;Barker et al, 2012). Finally, corporate social responsibility and sustainability were linked to stakeholders in R&D projects by some other authors (Hayton, 2005;Yawson et al, 2006;Holmes and Smart, 2009;Schiederig et al, 2012;Seebode et al, 2012).…”

“…At the government level, the evaluation of innovation potential can be used for sector-specific diagnostics, to identify companies or sectors that need more governmental support and to identify the characteristics of the most effective companies in terms of innovation. Lastly, at investor level, they need to be able to determine the degree of innovation capacity of an applicant firm (Barker et al, 2012).…”
