O presente artigo tem por objetivo realizar um relato de experiência por meio da análise da trajetória do Centro Acadêmico de Administração Pública (CAAP) UFPR, buscando reconhecer avanços e entraves à sua consolidação. Para tanto, valeu-se de textos que retratam da trajetória do Campo de Públicas como base teórica fundante. Quanto aos aspectos metodológicos parte-se de uma abordagem predominantemente qualitativa, cuja coleta e análise dos dados baseiam-se em documentos, registros e conversas com os membros que compuseram o CAAP no período de 2016-2020. Os resultados do estudo destacam os processos macro-políticos e o microcosmo que envolveram a força motriz do primeiro intento de criação em 2016. O presente relato presenta a fundação, a instituição de uma alma mater e a sinergia marcantes em 2017; os progressos da gestão de 2018 e os desafios de 2019. Discute-se as transições esperadas e inesperadas em 2020, no contexto da pandemia Covid-19. Por fim, destaca o legado do CAAP e reflete sobre o movimento estudantil no Campo de Públicas.
Objetivo da pesquisa: Analisar comparativamente quais diferentes campos de conhecimento têm se dedicado ao estudo das dimensões do processo alocativo. Enquadramento teórico: O estudo compreende a alocação de recursos públicos como as diferentes formas e sistemas de deliberações políticas sobre o processo de criação e distribuição de riquezas da sociedade, que se consubstanciam no orçamento e no planejamento público sob duas dimensões: sociopolítica e econômico-financeira. Metodologia: Realizou-se uma revisão de literatura de escopo a partir de metadados, aplicando sobre eles análises estatísticas relacionais de pesquisa bibliográfica. Demonstrou-se as características do tópico de estudo escolhido por meio de recursos cientométricos a partir de um fluxo metodológico sistemático. Foram investigados metadados de 3438 artigos, publicados entre 2016 e 2021, presentes na Web of Science, analisados no software VOS Viewer, buscando identificar nessa literatura linhas mestras e lacunas mais visíveis nos diferentes campos do conhecimento. Resultados: Os estudos enfatizam a dimensão econômico-financeira. Todavia, percebem-se mudanças, em especial, em pesquisas de países europeus e norte-americanos, que têm revelado preocupação com questões socioambientais, ancoradas na dimensão sociopolítica do processo alocativo. Originalidade: Trata-se de um estudo cuja revisão de escopo é inédita, sobretudo, por considerar uma visão ampla do processo de alocação de recursos públicos em diferentes campos do conhecimento. Contribuições teóricas e práticas: É salutar a concentração de esforços para o entendimento da temática da alocação de recursos públicos no sentido de verificar quais campos têm produzido estudos sobre suas possibilidades e se tais estudos têm incorporado as diferentes dimensões do processo alocativo. Nessa direção, a pesquisa contribui a partir do momento em que apresenta o que se tem publicado, quem os artigos cocitam, onde publicam, bem como a agenda de pesquisa que tem sido construída.
This work comprises a scoping literature review combined with a bibliometric analysis on the topic of Smart Cites within the field of social sciences, questioning how the debate around this topic is organized and what are its contemporary research purposes. Metadata of 67 scientific papers published in the Web of Science database between 2015 and 2020 were investigated. Besides mapping the literature, this study sought to detect the most visible gaps and possible developments on smart cities, employing techniques of co-word analysis and bibliographic coupling using the VOSviewer software. The results indicate five main research purposes related to the technological aspects impacting public policies, accountability, and citizen participation in the context of city management.
