Digital transformation is in a period of strong development, playing an important role in the development of public and private organizations. Its implications are still being clarified. However, up to now, the category of digital transformation has many different conceptions. Therefore, the objective of the paper contributes to the interpretation and discovery of the perception of digital transformation, the cognitive development of digital transformation, the positive aspects of the digital transformation process, the achievements achieved, the urgency of the digital transformation before the impact of the Covid-19 pandemic and challenges and limitations in the initiative of the contingent of civil servants and leaders in the digital transformation process. The research method is mainly based on the available documents from journals, books, research works, and the views of the authors expressed on the websites as a basis for making the analysis evaluate. The discoveries in the research will contribute to building the theoretical basis and direction in making some suggestions for leaders. The main objective of the article is to examine the leadership style through a number of analyses, evaluations and researches from available sources, in order to discover suggested facts related to leadership activities through the prisms of servant leadership theory. So far, many leadership theories have been developed, proposing different leadership styles. One of the most discussed leadership styles is the servant leadership, which implies that a person must be human first, leader second. Every leader must whole heartedly serves an organization to which he/she belongs. This is both an honor and a great responsibility for the leader. The main methods used in the article are analysis, synthesis, evaluation based on literature review. The article aims to point out the outstanding strengths of the servant leadership style that a leader needs. Objectives: The transformational leadership style is accepted as suitable for leading administrative agencies to achieve outstanding results and help organizations cope with challenges. Besides, leadership thinking is also considered to have a very important role in leadership performance in administrative agencies. Therefore, the main objective of the study is to explore the relationship between transformational leadership style and leader thinking to organization's performance. Methods: The article focuses on explaining the views on transformational leadership style, healthy thinking, and the relationship between transformational leadership style and leadership thinking, and at the same time points out the current status of transformational leadership style, transformational leadership, leadership thinking as well as this relationship in practice among the leaders of provincial agencies in Vietnam. Descriptive, inductive, deductive, synthetic, and quantitative statistical methods were applied to interpret the results. Findings: Research results show that transformational leadership style, leadership thinking in the team of leaders of provincial agencies is quite average, there is a strong positive correlation between transformational leadership style. In contrast to leadership thinking, a more transformative leadership style means that it requires an innovative leadership thinking. Context Alkaloid-enriched extract of Huperzia serrata (Thunb.) Trevis (Lycopodiaceae) (HsAE) can potentially be used to manage neuronal disorders. Objective This study determines the anti-neuroinflammatory effects of HsAE on lipopolysaccharide (LPS)-stimulated BV-2 microglial cells and the underlying mechanisms. Materials and methods BV-2 cells were pre- or post-treated with different concentrations of HsAE (25-150 µg/mL) for 30 min before or after LPS induction. Cell viability was assessed using a 3-(4,5-dimethylthiazol-2-yl)-2,5-diphenyl tetrazolium bromide assay and no cytotoxicity was found. Nitric oxide (NO) concentration was determined using Griess reagent. The levels of prostaglandin E2 (PGE2), tumor necrosis factor (TNF)-α, interleukin (IL)-1β, and IL-6 were determined using enzyme-linked immunosorbent assay. The levels of inducible nitric oxide synthase (iNOS) and cyclooxygenase (COX)-2 and the phosphorylation of mitogen-activated protein kinase (MAPK) were analyzed using western blotting. Results HsAE reduced LPS-induced NO production with half-maximal inhibitory concentration values of 99.79 and 92.40 µg/mL at pre- and post-treatment, respectively. Pre-treatment with HsAE at concentrations of 50, 100, and 150 µg/mL completely inhibited the secretion of PGE2, TNF-α, IL-6, and IL-1β compared to post-treatment with HsAE. This suggests that prophylactic treatment is better than post-inflammation treatment. HsAE decreased the expression levels of iNOS and COX-2 and attenuated the secretion of pro-inflammatory factors by downregulating the phosphorylation of p38 and extracellular signal-regulated protein kinase in the MAPK signaling pathway. Discussion and Conclusions HsAE exerts anti-neuroinflammatory effects on LPS-stimulated BV-2 cells, suggesting that it may be a potential candidate for the treatment of neuroinflammation in neurodegenerative diseases.
The important role of local government in the socio-economic development of localities has been confirmed in many domestic and foreign studies. But the role of government in drought adaptation has often received little attention and analysis in domestic studies. Approaching from the local tectonic government model, the article argues that local government is an important link to promote adaptive capacity at the local level of Vietnam and the Central Highlands provinces provide a case study that is typical for research and development of the capacity to adapt to drought and natural disasters for local authorities in Vietnam. Analysis of adaptive capacity through case studies in local government in the Central Highlands provinces shows that capacity is a major challenge for local governments here. The paper recommends that it is necessary to further expand the initiative and role of local authorities in guiding and promoting adaptation for communities and local people. As a result, Hanoi has adopted a complex set of risk management measures to reduce the possibility of war and losses if a contingency occurs.
Objectives: ethical leadership is a widely discussed topic, but so far there are still debates around this topic, even arguing that ethical leadership is just statements of right and wrong or that it is a style “leadership style”. Now, the impact of the fourth industrial revolution will make ethical leadership even more essential to improving leadership performance. Therefore, the aim of the study is to show the advantages and challenges of the fourth industrial revolution, these impacts on ethical leadership, so that the effects are useful to leadership performance. Focus on developing ethical leadership. Methods / Analysis: this study conducts analysis and evaluation from data sources on Science Direct, Web of Science, and Scopus, thereby showing the basic characteristics of leadership, ethics, ethical leadership, fourth industrial revolution, advantages and challenges, discussions on the impact of the fourth industrial revolution on ethical leadership. Findings: The findings of the study indicate that the ethical leadership qualities are quite stable, such as perseverance, service spirit, tolerance, power sharing, fairness, etc. The impact of the fourth technological revolution will make ethical leaders more effective in their roles, making it easier for leaders to overcome challenges, contributing to improving leadership performance. Novelty / Improvement: research shows that ethical leaders will be dedicated leaders, service-minded leaders, impacted by the fourth technological revolution, making leadership even more powerful.
