This article seeks to reflect on the context of a possible hegemonic dispute between the United States and China. However, instead of outlining a prospective scenario, it seeks to raise historical elements of the formation of both societies in order to outline the bases of the current international strategies of each country. An important characteristic that United States and China have in common is that both see themselves as exceptional, as result of their own virtues and the specific historical conditions they have shaped from each society. This perception of exceptionality is among the guiding principles of the US and China's external performance and justifies the ideological foundations that define each country's conception of hegemony. From United States perspective´s the notion of "Manifest Destiny" brings with it a missionary and religious vision about its role in the world. In China's case, a self-centered and peaceful ancient civilization, built under the imperial principle of "All Under Heaven" -Tianxia 天下, in which the Chinese Emperor exercised his heavenly mandate through virtue and benevolence over the Han people and the vassal peoples of the whole world. Thus, the objective of this article is to analyze the perception of exceptionality in both societies and to relate such characteristics to their current policies.
A presente intervenção visa a discorrer as relações entre Estados Unidos e China na Ásia Pacífico e irá discursar sobre a entrada dos Estados Unidos nas negociações da Trans-Pacific Partnership (TPP), 2008. A complexa relação entre esses países faz necessária a discussão acerca de sua interdependência econômica, as estratégias chinesas para a política internacional e as participações norte- americanas nos tratados de livre-comércio que abrangem a região. O foco da discussão na Parceria Trans-Pacífico se deve por esta se apresentar em muitos momentos, como o elemento chave na estratégia da administraçao Obama no objetivo de aprofundar o envolvimento norte americano na região do Pacífico. Os crescentes mercados na Ásia Pacífico já são os principais destinos para os produtos manufaturados dos Estados Unidos e estima-se que o grupo de países participantes do TPP, é um mercado de grande significância para exportação de bens e serviços dos Estados Unidos. Assim, tem-se um panorama das perspectivas que podem ser aguardadas para as relações sino-americanas nos próximos anos.
A partir do problema sobre a validade da aplicação do método do Protocolo Verbal e, mais especificamente, sobre os apontamentos teóricos e empíricos que evidenciam possíveis falhas e inconsistências que esse método pode apresentar, o artigo tem por objetivo investigar as duas verbalizações ligadas à técnica de análise qualitativa de Protocolo Verbal. Nesta técnica há duas abordagens que oferecem distintas possibilidades de pesquisa. A primeira delas é a verbalização concorrente, que consiste em executar uma tarefa simultaneamente ao relato verbal; a segunda é a verbalização retrospectiva que acontece após a tarefa ser executada. Cada uma delas está sujeita a críticas quanto à sua possível reatividade e não veracidade científica, daí a nossa reflexão sobre as possibilidades e os limites de cada uma. A partir de revisão de literatura observou-se que, apesar de a teoria vigente dar mais suporte à técnica de verbalização concorrente, alguns autores, com base em testes empíricos, apontaram algumas vantagens da técnica retrospectiva e, até mesmo, a equipararam em termos de qualidade à técnica concorrente. O protocolo verbal mostra-se bastante eficaz em compreender os processos cognitivos relacionados a uma pesquisa presencial que busca compreender o contexto do trabalho do ator social por meio da captação de verbalizações que complementa a coleta formal de dados e informações.
