The paper discusses the need for studies with longitudinal design and a baseline for construction of value added models to assess the impact of policies and school practices in pre-school and in the first years of primary school. The objective was to identify family factors or previous experience in a crèche that are correlated with the starting point in pre-school. The multivariate regression models suggest that a) age is a key factor to explain children’s cognitive development when they start compulsory education; b) educational level of parents/guardians is the most significant factor for family characteristics; c) the home learning environment indicator suggests a positive association with the cognitive test, even after control of socio-economic level and age variables.
Resumo Paralisadas pelo pânico decorrente da pandemia provocada pela Covid-19, o fechamento das escolas trará consequências para a aprendizagem dos alunos. Este artigo examina situações de paralisação, uso do tempo e impacto de tecnologias no desempenho escolar. O exame das evidências sugere como pouco promissoras as estratégias de aumento intensivo de tempo ou recurso a tecnologias. Caminhos mais promissores estariam associados a diagnósticos, intervenções estruturadas mais adequadas ao perfil dos professores, melhor aproveitamento do tempo, uso judicioso dos deveres de casa, redução do absenteísmo e tutoria intensiva de alta qualidade focada nos alunos de maior risco.
This paper discusses the adaptation of the iPIPS assessment for use in research with Brazilian children between the ages of four and seven. It debates the importance of having a baseline measure to assess early childhood education policy as well as the advantages of collecting high-quality information about children’s development. Not knowing how children are progressing could harm disadvantaged children and increase school inequality. The data used in the analysis was based on the pre-test of the iPIPS 2016 for mathematics and language in a total of 560 cases collected in three Brazilian cities. The preliminary analyses indicate that the items of both tests present adequate behavior, suggesting the theoretical adequacy of the items and a good adaptation and application protocol.

A two-stage wage gap decomposition permits measuring the contribution of observableand unobservable characteristics of the wage gap formation and evolution comparingteachers’ earnings in the public and private sectors from 2006 to 2017. Teachers fromthe public sector earn more than the ones from the private sector at mean, median, andquantile 10 due to the composition effect. The analysis across levels of education showsthat the composition effect is important in explaining the wage gap in early childhoodeducation while the structure effect is more relevant to the wage gap decomposition inprimary and high school education.
