Resumo O desenvolvimento científico e tecnológico brasileiro tem apresentado importantes avanços nas últimas décadas. No entanto, diversos entraves ainda limitam o impacto das pesquisas brasileiras no cenário internacional. Assim, o objetivo deste estudo é identificar os principais desafios da pesquisa científica e tecnológica no Brasil, analisando fatores latentes, segundo a percepção de pesquisadores atuantes em universidades públicas brasileiras. Para tanto, foi realizado um estudo exploratório-descritivo, combinando técnicas qualitativa (análise de conteúdo) e quantitativa (análise fatorial), sendo os dados coletados por meio de 16 entrevistas e 722 questionários preenchidos por pesquisadores atuantes em programas de pós-graduação (mestrado e doutorado) de universidades públicas brasileiras. Os resultados indicaram a presença de onze desafios, os quais podem ser agrupados em três fatores latentes: (i) ambiente de pesquisa, representado pelas condições de trabalho no que se refere ao acesso a recursos, infraestrutura deficitária, alta burocracia e sobrecarga de trabalho; (ii) práticas de pesquisa, representado pela baixa interação dos pesquisadores entre si e com as demandas da sociedade, baixa divulgação/apropriação do conhecimento produzido e valorização excessiva de artigos científicos e (iii) formação e qualificação de recursos humanos, representado pela falta de comprometimento e capacitação dos pesquisadores, além da baixa relevância das pesquisas desenvolvidas. Tais resultados mostram-se importantes para a identificação dos principais entraves da pesquisa no Brasil, permitindo novas reflexões para o avanço do Sistema Nacional de Ciência, Tecnologia e Inovação (SNCTI).
Purpose The purpose of this paper is to investigate the literature on the representation of the quadruple and quintuple helix (QQH) in innovation environments such as incubators and science and technology parks (STPs). Design/methodology/approach The authors used the integrative review as a methodological approach and systematized studies regarding the main research objectives; theoretical approaches; methodology and study object; QQH representation, by identifying actor, performance and main results; and additional contributions to the QQH model. Findings As a result, the authors noticed a lack of standardization on the representation of the quadruple helix, but the example of associations and community centers as representatives of the civil society. The quintuple helix does not have an actor that represents the environment, but STPs foster sustainable actions, encourage the generation of green companies and stimulate sustainable practices among established companies. Originality/value Based on changes in the economic and social scenarios, new theoretical approaches emerge to explain the innovation process, such as the QQH. Incubators and STPs are favorable settings for interactions, according to the new models; however, there is a lack of studies addressing this topic in such environments. Hence, this study contributes to understanding the existence and performance of QQH, by showing how these new helices were identified, in addition to advancing the subject in innovation environments such as incubators and STPs.
Purpose The purpose of this paper is to identify the compensation between research groups and companies that contribute the most for the innovative performance of Brazilian public higher educational institutions (PHEI), using as database the 2010’s tabular plan from CNPq’s Directory of Research Groups. Design/methodology/approach Descriptive and multivariate statistical techniques such as spearman correlation, cluster analysis, ANOVA and discriminant analysis were used. Findings Compensations that contribute the most for the updating of the PHEI are identified as transfer of financial resources from the partner to the group; providing grants for the group; transfer of material supplies to partner’s activities; temporary physical transfer of human resources from the group to the activities conducted by the partner; other forms of compensation that do not fit in the previous categories; and partnering with transfers of resources of any kind going in any direction. Research limitations/implications As a limitation, it is pointed out the discontinuity of the tabular plan, which presents 2010 as the last available data. Practical implications The results can contribute to programs and policies to encourage innovation within universities. Originality/value It may be inferred that the stimulus to specific compensations may expand the quantitative idea of interaction points between the university and companies, linking qualitative aspects, which leads to an understanding that such interactions may, in fact, contribute directly to the activity of generating and spreading knowledge and innovation.
Resumo Diversas críticas têm sido atribuídas às universidades pela falta de integração das pesquisas acadêmicas com as demandas da sociedade. Assim, o objetivo deste ensaio teórico é refletir sobre a utilização da Design Science como abordagem capaz de contribuir para uma aproximação das pesquisas acadêmicas com as atividades de Ciência, Tecnologia e Inovação (CT&I), alinhando os esforços da academia às necessidades da sociedade. Para tanto, é apresentado um background teórico sobre novas formas de avaliação da pesquisa acadêmica, assim como os fundamentos da Design Science em relação aos de outras abordagens de pesquisa, destacando seus pressupostos ontológicos, epistemológicos, metodológicos e axiológicos. Por fim, são apresentados um modelo conceitual da Design Science e sua potencial utilidade para novas formas de produção científica e tecnológica, considerando os ciclos de relevância, design e rigor e ressaltando a importância do método Design Science (DSR) na condução de pesquisas orientadas pelo uso dos resultados. Tal perspectiva pode despertar novas reflexões e debates no ambiente acadêmico sobre formas alternativas para o desenvolvimento e a avaliação de pesquisas científicas e tecnológicas.
