The article examines the international experience in developing projects of educational and professional programs (EPP) related to the preparation of bachelor's in digital and social economics. The purpose of the article is to study problematic issues and prospects for implementing such programs in Ukraine. Institutional support for the development of EPP projects in the digital socio-economy aspect in Ukraine is considered and systematized. Arguments and their support from stakeholders are analyzed. Today, the structure of the Cabinet of Ministers of Ukraine includes the Ministry of digital transformation of Ukraine (Resolution No. 856 of September 18, 2019,), the Ukrainian parliament adopted the law "on stimulating the development of the digital economy in Ukraine" No. 1667-IX of July 15, 2021 (determining the organizational, legal and financial basis for the functioning of the legal regime of "Diya city", creating favorable conditions for conducting innovative business, developing digital infrastructure, attracting investment, as well as talented specialists.), posted on the portal of the Ministry of digital development of Ukraine Service "Diya", which provides public services online in the field of digital education, business, CAA work, child safety, and the Internet, e-Residency, legal regime for the development of Ukrainian IT companies (Diya-City), European integration, etc. At the same time, in the digital age, in the context of growing competition between universities for applicants, subjects of the educational services market in Ukraine should actively harmonize their educational policy in accordance with the trends of digital transformation of the economy, state, and society.
The essence of the minimum wage and its functions in the system of preserving human potential quality of Ukraine regions was considered. The relationship between the minimum wage with the subsistence minimum and other social standards was revealed. The role of material incentives for labor in the process of preserving human potential quality. It was indicated that the most important salary functions are both preserving the quality of human potential of Ukraine regions and maintaining the balance in the labor market. In the complex, this should ensure a sufficient level of incomes protection. The main conclusions of the article are also based on the Decent Work's Concept, one of the provisions of which is decent wages, as well as in other Conventions and Recommendations of the International Labor Organization. It was determined that the salary organization and its level should be formed with taking into account subsistence minimum size, the poverty line, the basic tariff rate. This is especially true because of the significant poverty indicators in Ukraine, which cover about a quarter of its population. Poverty rates remain high when using different approaches and assessments to its level and depth. Also, a significant problem is the unjustified weakening of labor relations regulation by regulatory and legal methods. It manifests in the untimely conclusion of labor contracts and spreading of informal employment, the neglecting of the commissions creation on the assignment and increasing of tariff-qualification digits for employees. Phased increase of labor remuneration in the country economy, wider use of tariff and qualification networks, the formation of a proportional socially and economically justified ratio of tariff rates, social standards, minimum wages, and a gradual increase in the wages share in the income of the Ukraine population was proposed. The above is a guarantee of a successful solution to the problem of preserving the human potential quality of Ukraine in the part of incomes protection and growth of the welfare. This, in turn, will create conditions for the reproduction of the signs of the human potential quality at a level not lower than already achieved, or at the higher level.
Стаття спрямована на дослідження особливостей регіональної диференціації розвитку освітньо-інтелектуальної компоненти людського потенціалу України. У сучасних соціально-економічних умовах до людських ресурсів, середовища існування людей та їх спільнот, задоволення потреб людей, у тому числі й у підвищенні освітнього рівня, реалізації економічної активності відповідно до фаху, предʼявляються особливі вимоги щодо якості. Метою є розробка методики оцінки такої диференціації для подальшого обґрунтування освітньої політики. Ключовим та науково новим у методиці є врахування основних положень кваліології, що дозволяє забезпечити відображення квалітативної суті категорії людський потенціал та її компонент. Для цього у дослідженні зʼясовано суть і компонентну будову людського потенціалу з погляду його квалітативності. Обґрунтовано методику його кваліметричного оцінювання з урахуванням вимог відносності оцінки, проблемності визначення еталону, можливості включення в аналіз номінальних змінних, що забезпечується використанням прийомів таксономічного і дискримінантного аналізів. Останній, зокрема, вирішує завдання класифікації регіонів за семантичним показником розвитку освітньо-інтелектуальної компоненти людського потенціалу (від високого до низького), дозволяє визначати змінні, що мають найбільший внесок у розрізнення груп регіонів, і вперше використаний з метою оцінювання рівня розвитку людського потенціалу регіонів. Розроблено систему ознак і показників розвитку освітньо-інтелектуальної компоненти людського потенціалу. Особистісний аспект розвитку освітньо-інтелектуальної компоненти людського потенціалу експлікується у сформованих знаннях і здібностях людей, а діяльнісний – у здобутті освіти і характеризує її якість, неперервність, ефективність інвестування у неї. Результати аналітичного дослідження засвідчили існування регіональних центрів притягування освітньо-інтелектуального потенціалу України, а також регіони, де відбувається його вимивання. Розкрито причини такої диференціації, які рекомендовано враховувати при формуванні регіональних політик розвитку людського потенціалу: насамперед, освітньої, але також і міграційної, політики зайнятості.
