In an unprecedented response to the rapid decline in wild tiger populations, the Heads of Government of the 13 tiger range countries endorsed the St. Petersburg Declaration in November 2010, pledging to double the wild tiger population. We conducted a landscape analysis of tiger habitat to determine if a recovery of such magnitude is possible. The reserves in 20 priority tiger landscapes can potentially support >10,000 tigers, almost thrice the current estimate. However, most core reserves where tigers breed are small and land-use change in rapidly developing Asia threatens to increase reserve and population isolation. Maintaining population viability and resilience will depend upon a landscape approach to manage tigers as metapopulations. Thus, both site-level protection and landscape-scale interventions to secure habitat corridors are simultaneous imperatives. Co-benefits, such as payment schemes for carbon and other ecosystem services, should be employed as strategies to mainstream landscape conservation in tiger habitat into development processes.
Armed conflict is a social phenomenon often detrimental to wildlife and wildlife habitat, but the legacy of armed conflict for wildlife in post-conflict settings remains unexplored. We explore the effects of armed conflict on wildlife in eastern Cambodia, particularly the relationships among wildlife abundance, habitat loss, technological change, trade, governance, and local livelihood strategies. Based on ordinal-scale measures, both relative wildlife abundance and species richness declined from pre-1953 to 2005, with the sharpest declines occurring during the 1970s. These declines are consistent with three synergistic social processes: proliferation of guns; emergence of wildlife trade for external markets; and government policies mandating hunting by local villagers. Armed conflict officially ceased in 1991, but conflict-induced changes in livelihoods and continuing non-local demand for wildlife have fostered further wildlife declines. Our study demonstrates that the legacy of conflict for wildlife can be profound and destructive. To address post-conflict challenges more effectively, conservation must be integrated within broader peacebuilding processes, including disarmament, demobilization, and reintegration of combatants.
SummaryAsian vultures have undergone dramatic declines of 90-99% in the Indian Subcontinent, as a consequence of poisoning by veterinary use of the drug diclofenac, and are at a high risk of extinction. Cambodia supports one of the only populations of three species (White-rumped Vulture Gyps bengalensis, Slender-billed Vulture G. tenuirostris and Red-headed Vulture Sarcogyps calvus) outside of South Asia where diclofenac use is not widespread. Conservation of the Cambodian sub-populations is therefore a global priority. This study analyses the results of a long-term research programme into Cambodian vultures that was initiated in 2004. Population sizes of each species are estimated at 50-200+ individuals, ranging across an area of approximately 300 km by 250 km, including adjacent areas in Laos and Vietnam. The principal causes of vulture mortality were poisoning (73%), probably as an accidental consequence of local hunting and fishing practices, and hunting or capture for traditional medicine (15%). This represents a significant loss from such a small population of long-lived, slow breeding, species such as vultures. Cambodian vultures are severely food limited and are primarily dependent on domestic ungulate carcasses, as wild ungulate populations have been severely depleted over the past 20 years. Local people across the vulture range still follow traditional animal husbandry practices, including releasing livestock into the open deciduous dipterocarp forest areas when they are not needed for work, providing the food source. Reducing threats through limiting the use of poisons (which are also harmful for human health) and supplementary food provisioning in the short to medium-term through 'vulture restaurants' is critical if Cambodian vultures are to be conserved.
