One of the main goals of public sector reform in the Republic of Serbia is to develop professional capacity and create effective leadership. In general, effective leadership has a very significant role in public sector functioning. In addition, it is also important for the quality of public services that are delivered to citizens and other stakeholders. The aim of this research was to investigate the association between characteristics and behaviours of managers, which are internal factors influencing the process of effective leadership in the public sector. The research was conducted in the organizational units of the Sector for Human Resources of the Ministry of Interior of the Republic of Serbia on a sample of 50 respondents. The Spearman's rank correlation coefficient was used to determine the associations. The results of the research indicated that the authoritarian characteristics of managers are mostly related to directive behaviour of managers, i.e., a high positive correlation was calculated between authoritarian characteristics and directive behaviour of managers (r = 0.784, p < 0.001). Furthermore, the findings demonstrated that the charismatic characteristics of managers are mostly related to the transformational behaviour of managers, i.e., a very high positive correlation was calculated between charismatic characteristics and transformational behaviour of managers (r = 0.913, p < 0.001). The research results can provide guidelines for the development of professional capacity of the public sector and the creation of effective leadership at all levels in order to properly implement reforms.
Now that the pandemic has entered the second phase, in which countries are adapting to the crisis, governments need to determine incentives that will contribute to the sustainability of the health system and human health. Regarding this, human resources are a significant factor, which affects the sustainability of any system, and it is important to establish a relevant motivation system that will withstand the challenges that society will face in the coming period. The aim of this paper is to analyse three dimensions of state incentives (employment program, COVID-19 bonus, training opportunities) and to examine their influence on healthcare workers’ motivation and the sustainability of the health system in the Republic of Serbia. The empirical research was conducted on a sample of 207 respondents employed in the tertiary level of healthcare. Data analysis included exploratory factor analysis (EFA), confirmatory factor analysis (CFA) and structural equation modelling (SEM). The research results confirmed the existence of all three incentives and indicated that state incentive “training opportunities” has the strongest effect on the motivation of health workers and the sustainability of the healthcare system.
The paper explores the ownership structure of small and medium-sized enterprises (SMEs), which fell into a debt crisis due to business failures, in order to indicate the differences between male and female entrepreneurs. We conducted the empirical research on a sample of 186 small and medium-sized loss-making enterprises in the Republic of Serbia. The results obtained by descriptive statistical analysis of the observed sampleshow that the participation of female companies among loss-making enterprises is considerably low. The ratio of companies owned by women and those owned by men was 18.8%: 81.2%. Furthermore, we have recorded a significant difference in the amounts of debt, indicating that female companies have significantly lower debt rates when compared to those owned by men. The findings of this research can be applied as a strategic framework for policymakers to encourage female entrepreneurship.
A B S T R A C TThe development of rural tourism positively affects the economic development of rural communities, but the very pace of its development often results in negative effects on the environment. Uncontrolled rural tourism development, without an adequate planning system, can greatly endanger the entire ecosystem of a destination. The aim of this paper is to determine how much the development of rural tourism on Stara Planina Mountain depends on the solution of general and prevention of ecological problems. A method that allows the cause-effect relationships between these phenomena is a linear regression analysis. This analysis best describes the quantitative dependence between the variations of the observed phenomena in real conditions. It represents the means that enable us to evaluate and predict the values of the dependent variable for the desired values of the explanatory variable. In other words, the main issue is rural tourism on Stara Planina Mountain, which depends on the solution of general and prevention of environmental problems.
