The paper deals with the conditions of efficiency of states' information cooperation, the importance of ecological communication while providing environmental safety as well as peculiarities of legal regulation of information support of environmental safety in the Arctic. The authors analyzed the concept of environmental communication and suggested the idea of a communicative legitimacy creation, intending the process of gathering, accumulation and dissemination of information about the environment state in the Arctic should be carried out with the aim of ensuring environmental safety. The actual problems of creation of a uniform information space in the Arctic have been studied in the paper. It is stated that the national Arctic policy is being developed in the Russian Federation. This policy should be based on principles of openness, cooperation and awareness of the results of the Arctic zone development. In this study the authors came to the conclusion that the creation of organizational and legal mechanisms of interaction between the Arctic countries will contribute to the environmental safety in the Arctic zone. The authors established a relationship between the creation of current exchange of ecological information systems and environmental security in the Arctic in the interests of sustainable development.
The article deals with the conditions of effective judicial protection of human rights in the context of environmental security in the Arctic. The article analyzes the judicial practice of human rights protection in the Arctic zone of the Russian Federation and the classification of court cases in this area. The main approaches used by the courts to protect the right to a favorable environment as a central constitutional environmental right have been defined. It has been established that in cases when the direct infringer of the specified right could not be identified, the court imposed an obligation to eliminate the consequences of the violation to the local authorities. For objective reasons, local authorities cannot simultaneously execute a large number of judicial acts, which negatively affects both the judicial protection of the right to a favorable environment and the guarantee of environmental safety in the Arctic. The study concludes that in order to achieve the objectives of environmental safety in the Arctic, courts should use an approach based on the priority protection of the right to a favorable environment and on the unconditional obligation of public entities to ensure the implementation of this right, as well as a mechanism for mutual responsibility of public entities of different levels for the implementation of court decisions.

Архангельск Введение: режим естественного освещения является одним из значимых экологических факторов, оказывающих влияние на функциональное состояние организма жителей арктических широт. Цель: изучить сезонные особенности церебрального энергообмена у городских жителей Арктической зоны Российской Федерации. Методы: Посредством обсервационного проспективного исследования изучали церебральный энергетический обмен у 49 жителей г. Архангельска в возрасте 30-34 лет с помощью пятиканального аппаратно-программного диагностического комплекса «Нейро-КМ» по данным распределения уровня постоянного потенциала (УПП) в различные сезоны года: в октябре, декабре, марте и июне. Анализировались показатели УПП путем картирования монополярных значений постоянного потенциала и расчета их градиентов. Значимых половых различий между показателями не было, что позволило объединить их в единую группу. Проверку статистических гипотез осуществляли с помощью критерия Манна -Уитни с поправкой Бонферрони для контроля альфа-ошибки. Результаты: Наиболее оптимальное распределение УПП у жителей северных широт выявлено в осенний период. В зимний период повышаются суммарные показатели УПП, при этом значимо увеличивается активность височных областей коры головного мозга, нарушающих нормальность распределения УПП. Весной и летом снижается интенсивность церебрального энергообмена в целом по коре головного мозга. В то же время во фронтальных и затылочных структурах коры головного мозга УПП увеличивается, а минимальные его значения регистрируются в височных областях. Выводы: Выявлена выраженная сезонность нейроэнергометаболизма у городских жителей г. Архангельска, которая наиболее вероятно связана с изменениями естественной освещенности. Наиболее негативные сдвиги выявлены в весенне-летний период. Для генерализации результатов и лучшего понимания механизмов, объясняющих сезонную динамику церебрального обмена, необходимы исследования в других регионах Арктики с включением более широкого спектра возрастных групп.Ключевые слова: Арктика, фотопериодизм, головной мозг, уровень постоянного потенциала, церебральные энергообменные процессы
The article has emphasized the problem of injuries related to alcohol consumption. An analysis of contemporary research on this topic and own data have been given. Intoxicated patients had more severe injuries, a more serious course of illness, a greater incidence of complications and mortality. Alcohol intoxication provoked formation of delayed intracranial hematomas. The tendency to form multiple intracranial hematomas and subarachnoid hemorrhages in alcohol abusers was explained by atrophic processes in the brain, subdural spaces extension, toxic lesions of the cerebral vessels. Intoxicated patients should be regarded as a high-risk group in terms of availability of severe traumatic brain injuries, as their condition
