Abstract. The article considers the possibilities to improve the use of devastated territories of the Russian Federation, particularly of the Northwest Federal District and the Leningrad Oblast. The work provides data on monitoring the formation, usage and disposal of waste and outlines the range of environmental problems occurring due to exploitation of devastated territories. Measures of optimizing these territories, prospects for their implementation and related risks that may entail economic losses for urban development were determined in the article. This work reveals the important role of geoecological factors played in addressing the issues of preparing such areas for further building development. The study of characteristics and classification of devastated lands is of great importance for the rational planning of urban space. Successful rehabilitation of devastated lands enables their integration into the urban environment, the most effective usage and ensuring their social and economic potential growth for urban development.
The article deals with urgent problems of transport system development in Russia, paying the particular attention to inland waterway transport. The research is focused on the investment in the development of road infrastructure and methods of investing transport projects using public-private partnership mechanisms. The main reasons constraining the development of inland water transport in Russia are the insufficient amount of funds contributed to the development of the industry and their occasionally unreasonable use. In recent years, the world trend is to attract not only owners, but also infrastructure users to finance the inland waterway transport industry at a time when the financing gap is significant. The authors concluded that the simultaneous implementation of measures combining the introduction of fees paid by user and involving the improvement of water transport infrastructure through the public-private partnership mechanisms would promote attracting additional sources of investment. These investments will help to accelerate the industry modernization and implement the innovative scenario for the development of national economy. The authors developed the new model of state policy on attracting extra-budgetary sources of financing to the inland waterway transport industry.
Nowadays, humanity faces a serious issue of creating conditions for sustainable development. Businesses as a integral part of society in which they exist and operate, may potentially play a crucial role in achieving this goal. Their contribution to sustainable development can be made through support and empowerment of ecosystems. As CEO is an intermedium between a company and the society, his characteristics may significantly influence company’s strategic decisions and therefore, its level of involvement in ensuring sustainability. In this paper, we analyze the presence of interdependence between CEO personal characteristics and amounts of investments in ecological CSR projects. We consider the level of company’s ecological investments as a measure for the level of its ecological responsibility. We run a multiple regression on a sample of 44 Russian companies, who publish information on ecological projects implementation in non-financial reports. Despite a number of substantial limitations, we managed to reveal the connection with some of professional activity and education characteristics of CEOs. We also controlled for company size and industry parameters. The most notable result is a reverse interrelation between CEO tenure (in years) and the level of investments in ecological CSR projects. This may be due to the fact that less experienced directors seek to reinforce their business reputation and accumulate social capital.

Reflects the international experience of the import substitution policy and the implementation experience of import substitution in the Russian Federation; it shows the dynamics of imports to the Russian Federation; dynamics of imports of food products; defines the direction vectors of the import substitution strategy, identified problems in the implementation of the policy of import substitution priority sectors of the economy; it shows the influence of the import substitution strategy on the competitive position of industries; considered the road map of import substitution; the potential for the development of the domestic food complex is reflected; the positive and negative factors of the import substitution policy influence are revealed.
