Exports are critical for the highly open Ukrainian economy which is characterized by the large trade deficit. Since independence the major consumers of the Ukrainian products have been the CIS and the EU. Conflict with Russia led to the significant decline of the volume of Ukraine’s export commodities. The export analysis, based on the data provided by the State Statistics Service of Ukraine for the period of 2010- 2018 allowed to identify the problems and to come up with possible solutions focusing primarily on the role of the Government of Ukraine in strengthening cooperation with the EU. Firstly, it is suggested to take the institutional steps aimed at expanding and deepening the integration towards the common economic space with the EU, especially the common customs space. Secondly, to explore the opportunities of exporting goods to the countries, with which the EU has signed regional trade agreements. The third step is related to the changing role of Ukraine in the global model of the transformation of the world economy and requires the combination of close cooperation with the EU, on the one hand, and the powerful economies, on the other, thereby contributing to the formation of non-confrontational relations between East and West.
The paper advances a new comprehensive complex approach to the investigation of the civilizational aspects in the development of regional associations of countries. The research starts with the overview of historical dimensions of the civilizational approach and the contribution of the founding scholars to its development. It continues with the analysis of the scientific and methodological input of the followers and the critics of this approach. The authors suggest their theoretical approach to the identification of the modern local civilizations according to six parameters: natural, biological, technical, economic, social, and governing. The civilizational affiliation of countries and the civilizational structure of major 17 regional associations of countries are identified. The results demonstrate that some regional groups have been more homogeneous in terms of civilizational composition, others – less homogeneous, which does not interfere with their dynamic development. However, the logic of the historical dynamics of human development indicates the inevitability of changing the current situation through prolonged civilizational conflicts resulting in significant changes in the global social dynamics and the civilizational structure of the world and of regional associations of countries. The identification of the civilization structure of countries and regional associations contributes to the rational decision-making in the areas of international economic relations and to the formation of the integration/disintegration policies on the national and regional levels. It is predicted that from 2030 global social dynamics will undergo a fundamental break- through that will radically change the civilizational structure of the world and regional unions of countries.
The critical role of the state’s trade policy in the development of Ukraine's integration potential and the key role of services in international trade are emphasized. The prospects for the development of Ukraine's integration potential through the expansion of the Free Trade Agreement with the State of Israel to trade in services are highlighted. The analysis of the data taken from the State Statistics Service of Ukraine allows to consider the dynamics of exports, imports, balance of trade in goods and services between Ukraine and the State of Israel for the period of 2016 and 2021. The results show that the integration relations between the countries are strengthened primarily thanks to the exports: in 2016, the exports of goods and services – 657.0 mln USD, and in 2021 – more than 1,0 bln USD, i.e. increased 1.6 times, while the imports of goods and services in 2016 –204.4 mln USD, and in 2021 – 267.6, i.e. grew 1.3 times. In the context of the signed Free Trade Agreement, it is emphasized that the exports of goods rose by 23% in 2021, and the exports of services – by 27% compared to 2020. The balance in trade in both goods and services has been positive. The share of exports of services in all exports of goods and services of Ukraine to the State of Israel has been growing and in 2021 it reached 29% which also confirms the necessity to develop Ukraine’s integration potential by covering trade in services in the expanded FTA. The types of exported and imported services are presented. According to the State Statistics Service of Ukraine, the main types of services exported to Israel are the services in the sphere of telecommunications, computer and information services – 232 mln. USD, or 63%, with positive balance of 226 mln. USD and transport services – 117 mln. USD, or 32%, with positive balance of 94 mln. USD. The main types of services imported from the State of Israel are the transport services – 24 mln. USD or 59% and services in the sphere of telecommunications, computer and information services – 6.4 mln. USD or 16%. The trade in services of innovative nature are also to be covered by the FTA
The quality of a country’s governance and public administration is a key factor in its economic performance and the well-being of its citizens. The objective of the paper is two-fold: first, to substantiate the importance of the good and strong state governance for efficient functioning of the national economy; second, to analyze the basic indicators of Ukraine’s economy and its foreign trade, as well as to come up with the possible solutions to the identified problems. Methodology. Careful reading and examination of the conclusions made in theoretical and empirical works on state governance and government regulation by the Ukrainian and foreign scholars served the basis of the research at the initial stage. The data, taken from the official site of the State Statistics Service of Ukraine, served as the information source for using various methods, e.g.: mathematical, statistical, etc., which resulted in the analysis of the trends of the basic indicators of the economy of Ukraine and its foreign trade: GDP and gross external debt, exports/imports/turnover of goods/services and goods and services taken together; dynamics of the balance of trade in goods/services, as well as goods and services taken together; exports to imports ratio (goods and services). Results. The share of exports of goods in all exports of goods and services of Ukraine has been increasing and in 2021 it reached 84%. The results show that: first, the trend of the volume of exports of goods for the period of 2016-2021 is y=5.11x+31.177 while that of services for the same period is y=0.5986x+9.9367; second, the balance of trade in goods has been negative since 2005 (except 2015), and continues to be negative throughout the analyzed period; third, the share of the goods with high-added value in exports has been declining. The in-depth analysis allows to conclude that in the conditions of the growing gross external debt of Ukraine (e.g., for the period of 2006 –2021 the trend is y=2811.1x+90308 while that of GDP for the same period is y=823.65x+135155) it is essential: firstly, to follow the trade strategy of the EU which focuses on exports of services as compared to goods; secondly, to improve the commodity composition of exports so that the goods are value-competitive as opposed to price-competitive. Practical implications. It’s substantiated that the trade policy is to be formulated and implemented so that foreign economic activity of Ukraine is more services-oriented and science-and-technology based. Value/originality. The country is to occupy a more decent place in the world division of labor and is to be reintegrated into the world economy in the interests of the Ukrainian people.
