Nowadays it becomes highly urgent to promote educational services of a higher educational institution since its specialization is of great importance for the economy of a province. This is especially true for the oil and gas university, which trains specialists for oil and gas industry, i.e identifying the main alternative in the formulation and resolution of administrative tasks on issues of quality management in higher education in the regional higher educational institution by means of new automated information technologies; by choosing the most effective ones and introducing the results of the management into the real life practice of modern society. The authors suggest their version of use of the new technology of pattern recognition in the formulation and solution of the problem of increase in quality of education in the regional higher educational institution and in the creation of informational sociological proving grounds as an informational base when carrying out the experiment with the quality of education in virtualspace.
The problems considered in the work are determined by modern requirements in the growth of the tourism industry as an important system of social and economic development. Globalization in the tourism sector determines the need to transform and overcome the traditional forms of tourism. Tourism with the actual rhythm of life has ceased to be a means of rest only, it also acts as an active economic agent and a means of maintaining a remote business in its work. This allows us to say that digital tourism can attract a large audience at relatively low cost. The work defines that digital tourism is not only an external manifestation of the possibility of visiting places without detailed specification of their location, but also have access to technologies that allow designing the functioning of tourism facilities taking into account the data received from the introduction of digital technologies. The work shows that digital tourism completely changes the overall structure of the tourism industry, based on stream modeling, which allows tourists to stay in touch and be online during the entire travel period. The schemes of designing such a tourist route are shown, the ways of its introduction into the Arctic tourism sector are revealed, the mathematical model of the design of the capacity of the tourist flow of the Arctic is developed.
In periods of socio-economic instability with the growth of protest social groups, intensifying migration processes, the questions of formation of legal culture of a personality are becoming critical. One of the main indicators of formation of legal culture in society, along with the dynamics of the legal offenses, is the inclination to deviant behavior. As social expectations are diverse and are often considered disputable, to define this or that action as deviant is not an easy task. Dynamism of mental activity of young people makes them equally pliable to socially positive as well as to socially negative deeds.This provision is confirmed by the results of sociological study of social deviations among young people held in 2016. The sociological study revealed the importance of the problem of social deviations among young people, allowed one to rank the main problems, to identify their views on the causes of social deviation and their attitudes towards this phenomenon. The study indicated factors that could reduce the social deviations of youth by the decision of problems of formation of legal culture of society.The article substantiates the increasing role of the state youth policy in the formation of legal culture of the individual in order to maintain social stability.
Аннотация. Статья посвящена концептуализации понятия «цифровой кластер» и проблеме его формирования на принципах межрегионального туристско-рекреационного проектирования. Рассматривается исторический, культурный, природный и рекреационный потенциал туристского маршрута «Великий чайный путь», включающий туристско-рекреационные ресурсы Тюменской области и г. Тобольска; Омской области и гг. Омск и Тара; Томской области и г. Томска. Туристский потенциал и инфраструктура по приему, размещению и предоставлению досуга определяется с позиций организации путешествий цифровых кочевников в качестве самодеятельных туристов, посещающих исторические города и центры мировой торговли чаем, экспозиции музеев, посвященные истории чайной торговли, мест потребления чая, торговых центров и сувенирных магазинов, реализующих чайную продукцию и товары, связанные с чайными церемониями. В статье представлен сценарий моделирования межрегионального цифрового кластера на основе объединения потенциала региональных суб-кластеров (область-город), включающих базовые составляющие историко-культурного туризма, инфраструктуру туризма и гостеприимства, предприятия приема и размещения, общественного питания, аттракции, рекреации, сервисные услуги. Для повышения мобильности цифровых кочевников авторы предлагают модель информационного сопровождения маршрута «Великий чайный путь: от Тобольска до Томска». Выбор объектов основан на следующих основополагающих принципах: доступность средств для выхода к источникам интернет-системы; потребительские предпочтения; безопасность. В исследовании разработаны предложения по внедрению модели информационного депозитария. Информационное поле депозитария включает систему ориентировочных маркеров в пространстве, обеспечивающую соединение местоположения объекта с геоинформационным полем.
