For nearly 30 years jail diversion programs have had wide support as a way to prevent people with mental illnesses and substance use disorders from unnecessarily entering the criminal justice system by providing more appropriate community-based treatment. Although these programs have had wide support, very few systematic outcomes studies have examined their effectiveness. This paper discusses findings on rates of incarceration of persons with serious mental illness and co-occurring substance use disorders in U.S. jails, summarizes recently completed research on jail diversion programs, and describes a three-year research initiative begun in 1997 by the Substance Abuse and Mental Health Services Administration that uses a standardized protocol to examine the characteristics and outcomes of various types of jail diversion programs in nine sites throughout the U.S.

Health. After joining the NIMH in 1963, he held a number of increasingly responsible positions in the areas of applied and services research, and knowledge transfer. As shall become clear through reading these &dquo;essays in tribute,&dquo; Howard R. Davis, or &dquo;Howie&dquo; as he was called, was a man large in intellect and spirit, as well as physical size. He was a scholar intent on discerning what he referred to as &dquo;reliable knowledge,&dquo; blessed with an artist's sensitivities and a creative intellect intensely concerned about how things would really work out in practice. Among his primary endowments was a warm and enthusiastic supportiveness, teamed with generosity and no small measure of humility. As an individual, he felt that he had experienced life on &dquo;both sides now,&dquo; so that he can best be remembered for his abiding concern and drive to help the lesser of us achieve more of a share of life's bounty.
