Sistemik önemli kurumlar olan bankaların en önemli faaliyeti olan mali aracılık ya da kısaca kredi faaliyetleri üretimin ve tüketimin finansmanı olduğu için karşılıklı olarak makroekonomiden etkilenir ve etkiler. Dolayısıyla, kredilerin hangi alanlarda yoğunlaştığı yalnızca bankaların risk ve kârlılığı için değil, finansal istikrar ve tüm makroekonomi için de önemlidir. Örneğin, kredilerin hangi sektörlerde yoğunlaştığı büyümeyi de etkiler. Bu nedenle, çalışmada, Türkiye’de sektörel kredi yoğunlaşması ve büyüme incelenmiştir. 2007 - 2021 dönemi 3’er aylık verilerden yararlanılan çalışmada yöntem olarak VAR analizi tercih edilmiştir. Çünkü VAR analizi, model üzerinde herhangi bir kısıtlama getirmeksizin dinamik ilişkileri verebilmektedir. Çalışmanın sonuçlarına göre, sektörel kredi yoğunlaşması ile büyüme arasındaki ilişki pozitif yönlüdür ve dahası Granger Nedensellik testi ile de teyit edilen bu ilişki çift yönlüdür. Ayrıca, etki-tepki ve varyans ayrıştırması da sonucu desteklemektedir. Tüm bankacılık sektörü kredilerindeki sektörel yoğunlaşma ile büyüme ilişkisinin incelendiği çalışmanın makroekonomi ve finansal istikrar açısından bir gösterge olarak kullanılması ve kredi politikalarıyla ülkenin büyüme ve kalkınma hedeflerinin uyumlu hale getirilmesinde yol gösterici olması beklenmektedir. Alanyazında, finansal gelişme ve büyüme ilişkisini inceleyen pek çok çalışma vardır, ancak çeşitlendirme ve yoğunlaşma gibi finansal işlevlerdeki gelişmeleri ölçerek büyüme ilişkisini inceleyen çalışmalar yoktur. Özetle, Türkiye bankacılık sektörü için böyle bir çalışmaya rastlanılamamıştır. İlk olarak Çin'in Wuhan kentinde görülen Covid-19 virüsü kısa sürede dünyaya yayılarak tüm hayatı ve ekonomik sektörleri olumsuz etkilemiştir. Dünya ülkeleri genelde piyasalara likidite desteği sunulması, düşük faiz oranlı krediler ve kredilerin yeniden yapılandırılması gibi politikalarla salgının olumsuz ekonomik etkilerini azaltmaya çalışarak ekonomide devamlılığı sağlamışlardır. Türkiye'de de hükümet karşılıksız transferler ve destek ödemelerinin yanı sıra bankacılık sektörünü de etkin bir araç olarak kullanmıştır. Özellikle kamu bankaları aracılığıyla düşük faizli, ödemesiz dönemli finansal ürünler sunulmuştur. Bankalar hem makroekonomiden etkilenen hem de etkileyen sistemik önemli kurumlar olduğundan gelişmelerin bankacılık sektörü bilançosuna ve rasyolarına yansımaları önemlidir. Bu çalışmada Covid-19 salgınının 2019-2020 bankacılık sektör bilançoları ve rasyolarına etkisi tablolar ve grafikler yardımıyla analiz edilmektedir. 2020 yılı başlarından itibaren sektörde mevduatlar hızlıca artmıştır. Bu da kriz koşullarında bankalara olan güvenin göstergesidir. Özellikle Haziran 2020'den sonra TP ile YP mevduat arasındaki makas YP lehine artmıştır. Salgının yarattığı kriz koşulları nedeniyle mevduatın krediye dönüşüm oranının düştüğü ve düşme eğiliminin devam ettiği görülmektedir. Destek tedbirleri kapsamında kullandırılan ya da yenilenen krediler nedeniyle kredilerin 2020 yılında arttığı görülmektedir. TP parası kredilerde artış ivmesi düşmesine karşın artma eğilimi 2020 yıl sonuna kadar devam etmiştir. Bu artış da özellikle kamu bankalarının etkili olduğu söylenebilir. YP kredilerde artış eğiliminin Ekim 2020'den itibaren düştüğü görülmektedir. Bu da toplam kredilerin eğilimini düşme yönünde etkilemiştir. Nitekim kredilerin aktifler içindeki yüzdesi özellikle 2020 yılı ikinci yarısında düşmüştür. 2020 yılı boyunca takipli krediler artmıyor görünürken ayrılan karşılıkların oranındaki hızlı artış dikkat çekicidir. Oysa ekonominin gerilediği dönemlerde sorunlu krediler artar. Bu aksi durum destek tedbirleri kapsamında vadesi gelen taksitlerin ötelendiği ya da ödenmeyen kredilerin yenilendiği ile açıklanabilir. Ayrıca Ekim ayı sonrasında takipli alacakların da artış trendinde olduğu görülmektedir. Son olarak Türk bankacılık sektörünün sermaye oranının yüksek olmasına rağmen finansal kaldıraç oranının arttığını da belirtmek gerekmektedir. Tüm bu gelişmeler sonucunda sektörün aktif kârlılık oranının özellikle son 3 ayda önceki yılın aynı dönemine göre azaldığı da görülmektedir.
Sultan SARI 2 ÖZET Finansal aktiflerinin %83'ünden çoğunu bankaların oluşturduğu Türkiye finansal sistemi banka temellidir ve mevduat bankacılığı ağırlıklıdır. Kredi faaliyetleri, makroekonomiyi etkiler ve bu nedenle her zaman özel ilgiye haizdir. Bu çalışmanın amacı, 1999-2017 döneminde Türkiye bankacılık sektörünü tarihsel olgularla ve tablolar yardımıyla "krediler" temelinde incelemektir. Bu yönde, 24 Ocak kararları Türkiye ekonomisinde ve bankacılıkta dönüm noktasıdır. Çünkü, örneğin, faiz oranlarının serbest bırakılmasına, bankacılık sektörüne girişin kolaylaştırılmasına ve selektif kredi politikalarının kaldırılmasına karar verilmiştir. Bundan sonra sıklıkla yaşanan ve "bankacılık krizleri" olarak tanımlanan ekonomik krizlerde bu neoliberal politikaların rolü büyüktür. Özellikle 2000-2001 krizleri sonrasında kredilerin takibe düşme oranı ciddi oranda artmıştır. Böyle bir ortamda bankalar daha az kredi vererek ve verdikleri kredileri geri çağırarak ekonomik daralmaya neden olmuşlar ve bu da geri dönmeyen kredilerin daha da artmasına yol açarak sorunları ağırlaştırmıştır. Bu gelişmeler, bankacılık sektöründe yapılan reform ve uluslararası standartlarda düzenlemelerde etkili olmuştur. Böylelikle sektör global krizden daha az hasarla ve daha güçlü çıkabilmiştir. Türk bankacılık sektöründe yabancı bankaların payı yüksektir. 2000'li yıllardan sonra ilk 5 banka toplam aktiflerin, mevduatın ve kredilerin yarısından çoğuna sahiptir. İlk 10 bankada bu oranlar %80'nin üzerindedir. 2000-2001 krizinden sonra bankacılık kredilerinin toplam aktiflere ve GSMH'ya oranı artmıştır. 2008 yılına kadar "tekstil ve inşaat" kredilerde hep yoğun ilk altı sektör içindedir. 2004'den sonra bireysel krediler başta, toptan ve perakende ticaret sektörü 2. sıradadır. 2007-2017 döneminde 3. sıraya yerleşen hep "inşaat" sektörü olmuştur. Toptan ve perakende ticaret ile inşaat sektörünün takipteki krediler içindeki payı da yüksektir.
"SMEs" are economic units or enterprises that employ less than 250 people and have a net revenue or balance sheet of less than 250 billion TL. According to the data for 2020, 99.76% of all firms operating in Turkey are SMEs. Moreover, 72% of all workers in Turkey work there, and they produce 42.75% of all production. This means that SMEs are an engine of the production and economy of Turkey. This study considers the relationship between SME loans and economic growth with the quarterly data from 2007 - 2021. GDP was employed as the dependent variable, while total SME loans in the banking sector in Turkey, other loans, the weighted average interest rate for banks' TL commercial loans, and the financial development rate were employed as independent variables. The method employed in the study is the Robust Least Square Method S-Estimation, as extreme conditions and outliers exist during the study period (e.g., the Global Crisis and COVID-19 Pandemic). A dummy variable was added to the model for these conditions. The analysis results show a positive and statistically meaningful relationship between SME loans and economic growth. Similarly, the relationship between GDP and other loans is positive and statistically meaningful. Moreover, the financial development's relationship with GDP is also statistically meaningful but in a negative direction. These argumentative findings are also reflected in the literature as well. The relationship between GDP and credit interest rate is negative and statistically meaningful. While the negative relationship between the dummy variable and GDP indicates that Global Crisis and COVID-19 Pandemic influenced the economy negatively, the positive relationship between GDP and SME loans indicates that SMEs need to be supported, and it is useful and productive for the Turkish economy.
