The village is the lowest government level located in the administrative area of districts/cities municipalities throughout Indonesia. The rapid advancement of digital technology has brought global changes that require villages to carry out transformation and adaptation. In responding to this, what should be done for the sustainability of the values of life, preserving traditions, culture, and local wisdom, and building human capital to improve the welfare of its citizens? This study aims to find an extraordinary strategy to realize rural resilience through a digital village. The study used a qualitative method with case studies in two villages: i) Cijengkol Village and ii) Sepakung Village. This study finds the importance of digitalization starting from the village. The apparatus and community of Cijengkol Village are increasingly enjoying the benefits of digitization to complete various daily affairs. Meanwhile, Sepakung Village has published its natural wealth and tourism digitally. The digital village is one of the ideal solutions for rural resilience in the digital era. Human capital is the main factor. Advances in digital technology and digitalization of villages help manage village government, including the development of social life in the community in the village. Second, the village has a global presence, where digitalization has helped change the village's image and the lives of its people. It is hoped that the government will be able to initiate a participatory digital village that is responsive to the dynamics of digitalization, inclusive development, the anticipation of disasters, and digital-based environmental sustainability.
Toba Caldera UNESCO Global Geopark (TCUGG) has not only geological phenomena of international geological significance value but also has outstanding universal value by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The establishment of TCUGG as a national priority and the Lake Toba Authority Agency is a serious commitment from the government to develop this region. Although it is now a super-priority tourism destination, over the last six decades, the water level of Lake Toba has decreased significantly by 2.4 cm per year from 1957 to 2016. The environmental quality index shows a decline from year to year, and environmental conditions of Lake Toba are already very severe due to various factors. The government and local communities are still running independently for the conservation agenda. This empirical research uses a mixed method of sequential explanation. The main objective of the research is to analyze the determinants of local people's choices to participate in conservation activities in TCUGG. From the research results, the significant factors that determine the local communities' participation in conservation activities are water availability, incentives, suitability of seeds, trust level for the initiator, and the success rate of previous conservation. Society does not need promises or rhetoric, especially for those who have participated before and experienced low success rates. Application of reward and punishment as an incentive for the community to participate in conservation activities and to further encourage their motivation. The main key is to serve the needs of the community in conservation practices.
Plastic usage in society has become an issue that should be addressed correctly. In an international study entitled Plastic Waste Associated with Disease on Coral Reefs Indonesia was one of the most productive plastic polluters to the ocean by the period of 2010-2025. In order to address it, The Government had enacted various hierarchical policy be it, national- local. The result was far from optimal since Plastics still placed to be the second-largest waste with high possibility unprocessed in the landfill. The current condition of the landfill was vastly open dump instead of processed management. Ministry of Home Affairs as the pivot of the national government in the regions needs to learn and supervise waste management policies by the locals. This research aimed to elaborate on the dynamics, problems, and implications of waste management policy in regions. Based on qualitative method with descriptive approach. this research found that local plastic management within the regions quiets unproductive since several multilevel policies yet to be synergized. Government, be it national or locals, indicated improvement in waste management policy at the regions. In line with that, The National Government advised taking actions as the following; inter-ministerial coordination; research and technology integration; optimizing technical coordination forum between the ministry of home affairs and other executive organs; coordinate with rural ministry to open an alternative for waste improvement by the village allocation fund; tipping fee acceleration policy for the local government; PKK instruction to embrace society-based policy of waste reduction. Abstrak Penggunaan plastik dalam kehidupan manusia menjadi persoalan yang harus diselesaikan dengan tepat. Studi internasional berjudul “Plastic Waste Associated with Disease on Coral Reefs” menyebutkan bahwa Indonesia termasuk negara yang diproyeksikan paling banyak menebarkan sampah plastik ke laut dalam kurun waktu 2010-2025. Untuk menangani hal ini, pemerintah telah menetapkan berbagai kebijakan hirarkis pusat-daerah. Sejauh ini, hasil dari kebijakan yang ada masih kurang optimal karena plastik di Indonesia masih menjadi jenis sampah terbanyak kedua yang tertimbun di TPA tanpa diproses. Saat ini kondisi TPA di Indonesia masih mengedepankan aktivitas timbun (dumping) bukan aktivitas mengolah. Kementerian Dalam Negeri sebagai poros pemerintah pusat di daerah, dipandang perlu untuk mengkaji dan membina kebijakan pengelolaan sampah di pemerintahan daerah. Penelitian ini bertujuan untuk menganalisis problematika dan implikasi kebijakan pengelolaan sampah plastik di daerah. Berdasarkan metode penelitian kualitatif dengan pendekatan deskriptif, penelitian ini menemukan bahwa kebijakan pengelolaan sampah plastik di daerah belum produktif karena kebijakan terkait di berbagai tingkatan pemerintahan belum sinergi. Pemerintah, baik pusat dan daerah menunjukkan indikasi perbaikan kebijakan pengelolaan sampah. Sejalan dengan itu, pemerintah pusat disarankan untuk mengambil langkah-langkah sebagai berikut; melakukan sinergi dan koordinasi lintas kementerian; integrasi kebijakan riset teknologi; optimalisasi rapat koordinasi teknis antara Kemendagri dengan K/L terkait; koordinasi dengan Kementerian Desa untuk membuka alternatif pembiayaan pengelolaan sampah melalui dana desa; akselerasi kebijakan tipping fee bagi pemerintah daerah; instruksi PKK di daerah untuk mendukung kebijakan pengurangan sampah plastik berbasis masyarakat.
The current planning and budgeting paradigm has changed from money follows function into money follows program but this paradigm is considered to not provide clear and concrete benefits. Likewise, the implementation of the money follows program was still problematic, such as program restructuring and problematic activities. Based on these problems, the purpose of this study is to determine the implementation of restructuring programs and activities of local governments and the factors that support and hinder the implementation of restructuring programs and activities in local governments since the enactment of the money follows program. The method used in this study is a descriptive method with a qualitative approach. The results show that programs and activities planned by using the money follow program approach have been implemented in several locus study areas (West Sumatra Province, West Java Province, and Yogyakarta Province). However, the implementation still varies. There are still doubts for the regions in the implementation, especially because it is related to the legal basis. Likewise, there are several inhibiting factors such as human resources, policy substance, implementer behavior, and network interactions. For this reason, the study concludes that it is necessary to make adjustments to the central government policies related to regional development planning guidelines and budget allocation.
As a provider of transportation services, the Commuter Line has experienced a fairly heavy impact due to the COVID-19 pandemic. Various policies were implemented to suppress the transmission of the virus on public transportation, especially on the KRL Commuter Line train. Currently, people feel that the policy rules for using the commuter line are felt to be loose by some parties, but KCI still has to implement physical distancing to break the chain of the spread of the virus such as limiting the number of passengers and the prohibition of receiving cellular phones or chatting while on the Commuter Line train. However, this has not significantly increased the number of people who reused the commuter line KRL compared to the number of users before the pandemic. The purpose of this research is to identify the level of satisfaction of KRL-Commuter Line transportation service users regarding the services provided during the pandemic and to identify the level of public trust in the public transportation services during the pandemic. The method used is a descriptive qualitative research method with technical analysis of IPA (Importance Performance Analysis). After analyzing, the results of this study indicate that most of the KRL-Commuter Line users are still not satisfied. It can be proven that in the analysis using IPA all the gaps between performance and expectations are negative, which means that the performance of KRL-Commuter Line transportation has not been in accordance with the
