The relevance of the problem of separated interests of economic subjects in procurement is outlined. The task of enhancement of economic subject procurement efficiency by virtue of reasonable choice of an executor is set. To solve the targeted task, a quantitative approach to assessment of separated interests of a customer and procurement procedure participant was proposed. Within the approach, coefficients of satisfying interests of a customer and procurement procedure participant were introduced and formalized. The foundation of formalization lies in logical development of existing score assessment methods of tender applications as regards separated interests as well as the notion of interaction of economic subjects in network organization structures. The expected result of interaction of a customer and procurement procedure participant is formalized in terms of a relative indicator, also characterizing interaction tenacity. The underlying strength of interaction of a customer and participant is determined. Appropriateness of the proposed quantitative approach is proved by verification results. The method of efficiency enhancement of economic subject procurement is formed on the basis of quantitative approach. Enhancement of efficiency is achieved through making rational managerial decisions, well-grounded by formalized interests of a customer and procurement procedure participant. Feasibility of this method as well as integration convenience of formalized interests into practically frequent automation elements of assessment of tender applications are confirmed by approbation results.
The article presents the results of simulation modeling of the actions of the agent-customer in the procurement procedure in the framework of the development of a quantitative approach to business process management. During simulation, verification was performed and the efficiency of the developed method of actions of the agent-customer within the framework of purchasing business processes was proved. In order to verify the results and the proposed methodology, alternative calculations of the procurement process are presented. The results of simulation modeling of the purchasing process are implemented in the MatLAB application software package. Due to the decomposition of modeling actions in the procurement procedure, calculations are performed to verify all the processes under consideration and the results are shown for each stage separately. The results of variant calculations are presented in the form of quantitative and graphical information that can be used for making final management decisions, as well as for further formalization and automation of the business processes under consideration in network organizational structures. The output quantitative information does not contradict the General idea of procurement activities. Conclusions are drawn, which show the relevance of the developed methodology and model for further research of resource provision in network organizational structures when improving the organization of production and economic activities. The possibility of using the proposed methodology and model to improve production processes in the Russian Railways holding is shown.
The integral indicators of the procurement activity of a network integrator in the organization of resource provision are considered and proposed. In order to further represent the general process of resource flow movement, an enlarged algorithmic model of resource provision in network organizational structures is proposed, which allows us to further build simulation models of individual stages. The purchasing process is presented as the basis for further movement of resource flows. In order to improve the quality of management decisions, a conceptual model of the procurement process of a network integrator is proposed. The presented algorithm of purchasing activity allows describing and mathematically formalizing the business processes of large organizational structures, such as the Russian Railways Holding.
